Many trainees in the traineeship (Referendariat) are over 30, for example because they enter after another job or a second degree. For the trainee status itself, age usually matters less than it does for health insurance and for civil servant appointment afterwards. This guide shows where age has an effect and where it does not.

Short answer: Once you have been appointed, age usually does not change your trainee status. It mainly matters for private health insurance, because health questions and premiums rise with the entry age. Age limits for appointment and for civil servant status can also apply, and they are set by state law. Last updated: October 2026.

The most important points

  • During the traineeship, your cover depends on your status, not your age. Probationary civil servants (Beamte auf Widerruf) usually receive state benefit (Beihilfe). Trainees in a public-law training relationship have different rules.
  • From age 30 onwards, private health insurance usually costs more, and pre-existing conditions weigh more heavily in the health check.
  • Age limits for entering the traineeship and for civil servant appointment are set by each state. You must check the limit for your state there.
  • Voluntary statutory insurance remains possible if you meet the conditions. Its minimum contribution in 2026 is 222.80 euros for health insurance.

Your status decides, not your age

During the traineeship you are either a probationary civil servant or in a public-law training relationship. Your appointment notice states which applies. Probationary civil servants usually receive state benefit from their employer. This benefit covers only part of the costs, and a private or voluntary statutory policy must cover the rest.

As a general rule, the benefit rate for trainees is 50 percent if you have no children. This follows from the respective state benefit ordinance. Hesse differs: according to the official leaflet of the Regierungspräsidium Kassel, it pays 70 percent for outpatient and dental services and 85 percent for inpatient care, regardless of marital status.

Private health insurance from age 30

A private health insurer generally accepts applicants of any age, but it checks your health. The premium depends on entry age, tariff and state of health. If you start later, you usually pay more, because the reserves for old age are built up over a shorter period. Whether private insurance pays off for you therefore depends strongly on your health and your future status.

Tends to suit you ifTends not to suit you if
you are healthy and have no ongoing treatmentyou have pre-existing conditions that may lead to surcharges or exclusions
you can expect permanent civil servant status and state benefitit is unclear whether you will become a civil servant after the traineeship
you can afford the premium after the traineeship as wellyou would struggle to pay the premium afterwards
you take out the policy early and in fullyou fear a high future premium because you are already 30 or older

For your personal situation, an individual consultation helps. Academycon offers one: how we work. More on tariffs during the traineeship is in the guide on private health insurance during the traineeship.

Staying in statutory insurance voluntarily

Probationary civil servants can, under certain conditions, opt for voluntary statutory insurance instead of private cover. Your health insurer checks whether this is possible for you. The contribution is based on a minimum assessment base. For 2026 it is 1,318.33 euros per month, calculated from the reference income of 3,955 euros divided by 3.

Assumption: the reduced rate of 14.0 percent applies, because there is no entitlement to sick pay, and the average additional contribution of 2.9 percent is added. That gives 1,318.33 euros x 16.9 percent, or 222.80 euros per month for health insurance. Your insurer’s additional contribution may differ. Civil servant appointment: age limits are a state matter

Whether you become a civil servant after the traineeship is decided by the state. Age limits can apply to entry into the traineeship and to appointment as a civil servant. Whether they apply to you and where they lie is set by state law.

Mecklenburg-Western Pomerania shows how such rules look in practice: the age limits for entry into the traineeship are set in section 8a of its teacher training regulation (ALVO M-V), as a parliamentary inquiry shows. State parliament of Mecklenburg-Western Pomerania, age limits under section 8a ALVO M-V. We do not name a limit here, because the rules differ by state and over time. Ask for the limit in writing before you plan around a post.

Worked example: benefit and remaining costs

Assumption: a medical invoice is 1,000 euros, the benefit rate is 50 percent, and your tariff covers the remaining costs. The split then looks like this:

Step (assumption)Amount
Medical invoice1,000.00 euros
Benefit from the employer (50 percent)500.00 euros
Remaining costs your tariff must cover500.00 euros

How to claim the reimbursement is explained in the guide on submitting benefit invoices during the traineeship. Your own share depends on your tariff and should be checked for each invoice.

Frequently asked questions

From which age is private health insurance no longer worthwhile?

There is no fixed age limit. What matters is entry age, state of health and tariff. From age 30 onwards, compare several offers and answer the health questions carefully. Incorrect information can have consequences later.

As someone over 30, can I get a trainee tariff?

Some private insurers offer tariffs for civil servant trainees. Whether you get one, and on what terms, is decided by the insurer after the health check. We deliberately do not name offers from individual insurers.

Can I become a civil servant despite my age?

This depends on your state and the date of your appointment. Some states set age limits and others do not. Ask the responsible office before you build your plans on it.

Do I have to choose between private and statutory insurance during the traineeship?

As a probationary civil servant, the choice is usually between private insurance with state benefit and voluntary statutory insurance. Whether and when you can switch depends on the terms of the insurer. The switch from statutory to private insurance is explained in this guide.

How does age affect the health check?

Health checks ask about pre-existing conditions, treatments and medication. The older you are, the more likely you are to have something to declare. That can lead to surcharges or exclusions. The insurer decides case by case, so a complete and honest application pays off.

What to do now

  1. Check your status in the appointment notice: probationary civil servant or training relationship.
  2. Ask the responsible office for the age limit for entry and appointment in your state, and get the answer in writing.
  3. Compare private insurance with benefit and voluntary statutory insurance using your own contribution calculation.
  4. Have offers explained using your health details before you submit an application.
  5. Document pre-existing conditions and treatments so you can answer application questions completely.
