If you are a civil servant trainee (Beamtenanwärter) or referendar, a private health insurance policy often starts with a surprisingly low premium. That premium belongs to a trainee tariff (Anwärtertarif, also called Ausbildungstarif). It looks simple at first glance. What matters, however, is what happens after the training, and that is usually in the fine print. This guide explains how trainee tariffs work and what to check.

Short answer: A trainee tariff is a private health insurance tariff with a reduced premium during training. It is usually compatible with Beihilfe (the German civil servant health allowance) and tops it up. What matters most is the target tariff after training, meaning whether and when you must or may switch to a standard tariff. Last updated: October 2026.

The most important points at a glance

  • A trainee tariff has a reduced premium during training. That price is only one part of the decision.
  • The target tariff, meaning the tariff after training, shapes your costs over the long term more than the trainee premium does.
  • An option right allows, under conditions, a switch to a better tariff, usually without a new health check. The deadline is decisive.
  • Becoming a civil servant on probation can end the training discount, trigger an option right or start an application deadline.
  • A trainee tariff does not automatically suit a lump-sum Beihilfe. Check this before you sign.

What is a trainee tariff?

A trainee tariff, also called an Ausbildungstarif, is a private health insurance tariff that insurers offer to civil servant trainees and referendare. It is usually compatible with Beihilfe, which means it is designed to cover the costs that remain after Beihilfe. The premium is reduced during training. What happens afterwards is set by the tariff itself.

Benefits differ from tariff to tariff, sometimes considerably. Reimbursement rates for medical treatment, aids, dental scales and coverage abroad can be arranged differently. That is why comparing premiums alone is not enough.

What does the trainee premium cost?

A broker’s guide with tariff data from 18 August 2026 gives an example: a 25-year-old, single person with Beihilfe entitlement in North Rhine-Westphalia, without health declarations. Across 14 insurers, the trainee premium ranged from 88 to 205 euros per month. The standard tariff for a civil servant on probation cost 257 to 413 euros in the same example. This is a snapshot, not a forecast of future contributions.

Tariff typeRange in the example (per month)Note
Trainee tariff88 to 205 eurosReduced premium during training
Standard tariff as civil servant on probation257 to 413 eurosSame person, same assumptions
Difference133 to 260 eurosDerived from the survey

Assumed: your trainee premium is 150 euros per month and the standard tariff would cost 280 euros. The difference is then 130 euros per month. Over a 24-month training period, that adds up to 3,120 euros. You should only count this difference if the trainee tariff would otherwise move into a standard tariff that you would not have chosen anyway.

Why the lowest premium is not always the best choice

A cheap trainee premium says little about the protection you will need later. If you choose a tariff only by its monthly premium, it is easy to overlook that the contract moves into a tariff with different benefits. A tariff with a somewhat higher trainee premium can fit better if its benefits after training and its transition rules are clearly defined.

A good comparison therefore weighs three things together: the premium during training, the benefits of the target tariff and the conditions for the switch. Only then does choosing a trainee tariff really make sense.

What happens after training?

The target tariff is the tariff your contract ends up in after training. The terms decide this, not the advertising. A broker’s guide therefore recommends evaluating the tariff after training and not just the trainee premium. Ask in writing before you sign how the transition works.

An option right is part of the existing tariff and allows you to switch to a better tariff at certain points or on certain occasions. A separate option tariff, by contrast, is a distinct component with its own cost. The difference matters, because not every offer gives the same security.

Which conditions should you check?

CheckWhat to look for
Target tariffWhat happens after training? Does the contract switch automatically, or do you have to act?
Option rightWhen can you use it, how long is the deadline, and does it lapse if you miss it?
Health checkUnder section 204 VVG, you may switch within the same insurer to a tariff with equivalent cover. For additional benefits, the insurer may impose exclusions, surcharges or waiting periods.
DurationHow long does the trainee premium apply? Are there extensions, for example during parental leave?
Becoming a civil servant on probationDoes it end the training discount, trigger an option right or start an application deadline?
BenefitsCompare reimbursement rates, aids, chief physician treatment and coverage abroad

Two points are often overlooked. Whether you can increase your cover without a new health check depends on whether the option right expressly provides for it. Before you become a civil servant on probation, ask for the standard tariff to be calculated, so you know the real jump in the premium.

How does a trainee tariff fit with lump-sum Beihilfe?

A trainee tariff is a Beihilfe-compatible tariff. If you have chosen lump-sum Beihilfe, you must check whether your tariff meets the requirements of the lump-sum model. The Thuringian leaflet requires proof for private insurance that the tariff meets the conditions of the basic tariff. According to the overview of the Deutsche Beamtenversorgung, full statutory or private health insurance is a requirement. Whether a trainee tariff fulfils this in your case must be checked individually. More on this is in our guide lump-sum Beihilfe for referendare.

Frequently asked questions

Do I have to take the trainee tariff?

No. You can also choose a standard tariff. Whether a trainee tariff suits you depends on how long your training lasts and which target tariff follows it.

What applies if I have pre-existing conditions?

The PKV association describes in its leaflet (status September 2022) an opening offer for civil servants with pre-existing conditions. There, risk surcharges are capped at 30 percent of the tariff contribution at most. Whether and how this carries over to a trainee tariff must be confirmed by the insurer in each case.

Can I keep the trainee tariff after the clerkship?

That depends on the tariff. Some contracts stay at the reduced premium after training, others move to a standard tariff. Read the terms and ask about the target tariff before you sign.

Who can help with the comparison?

A personal assessment is possible with Academycon (in German). Premium, target tariff and option right can be reviewed together there.

What to do next

  1. Ask your employer whether you are entitled to Beihilfe and in which form.
  2. Have the trainee premium and the standard tariff after appointment calculated for several tariffs.
  3. Ask in writing about the target tariff, the option right and the deadlines before you submit an application.
  4. Note the deadlines for becoming a civil servant on probation in your calendar, so you do not miss an option.
