Teacher training in Hesse (Lehramtsreferendariat) pays trainee salaries called Anwärterbezüge, and your Beihilfe (the state health allowance for civil servants) decides which share of your treatment costs is reimbursed. This guide shows the base pay by pay grade, the Beihilfe rate for trainees and the questions to settle before you start.

Short answer: The trainee base pay (Anwärtergrundbetrag) in Hesse is 1,825.54 euros per month for pay grade A 12 and 1,868.96 euros for A 13 (status July 2026, according to the dbb pay table, subject to promulgation). According to the Hesse Beihilfe regulation guidance, trainees receive a uniform 70 percent Beihilfe. Last updated: October 2026, all amounts gross.

The Key Points at a Glance

  • The trainee base pay depends on your pay grade and is 1,825.54 euros (A 12) or 1,868.96 euros (A 13) gross per month (status July 2026).
  • Your employer confirms your pay grade in writing.
  • Trainees receive a uniform 70 percent Beihilfe, with no extra rate for family members.
  • For inpatient treatment the rate rises to a uniform 85 percent (section 15 para. 6 HBeihVO).
  • The guidance does not explicitly name trainee teachers. Ask before you commit to any insurance.

What Are Trainee Pay Rates in Hesse?

The trainee base pay figures come from the dbb pay table (status July 2026, subject to promulgation). The table shows only the base amount. Family allowance, the trainee supplement and pay steps are not included and may apply to you.

Which Beihilfe Do Trainees Get?

According to the guidance of the Regierungspräsidium Kassel on the Hesse Beihilfe Regulation (HBeihVO), trainees receive a uniform 70 percent, including eligible family members. For active civil servants the base rate is 50 percent (section 15 HBeihVO), rising by 5 percentage points per eligible person up to a maximum of 70 percent.

How Do You Work Through a Beihilfe Example?

Assumption: you are a trainee, a hospital stay costs 1,000 euros, and all of it is eligible.

  1. Inpatient rate of 85 percent: 1,000 x 0.85 = 850 euros of Beihilfe.
  2. Remainder: 1,000 minus 850 = 150 euros, which you cover through a supplement or yourself.

For an outpatient doctor bill of 200 euros at 70 percent, Beihilfe pays 140 euros and 60 euros remain. For a personal look at your situation, see the advisory process at Academycon, how we work.

How Does Health Insurance Fit In?

Beihilfe is only part of your cover. Whether you need a supplement or stay in statutory insurance depends on your status. Voluntary statutory members pay at least on the minimum assessment base, which is 1,318.33 euros per month in 2026 (GKV-Spitzenverband). Calculation: 1,318.33 x (14.0 + 2.9) percent gives 222.80 euros for health insurance, plus 47.46 euros for long-term care (1,318.33 x 3.6 percent). That is 270.26 euros per month. Assumption: average supplementary contribution of 2.9 percent.

The basics for insurance during training are in our guide Health insurance during clerkship: GKV, PKV and Beihilfe. For voluntary statutory insurance, see Referendar gesetzlich versichert: So funktioniert die freiwillige GKV (in German).

Frequently Asked Questions

Does the 70 percent rule also apply to teacher trainees?

The guidance names trainees explicitly, but it does not say so word for word for teacher trainees. Before you sign a supplement, get the rate for your status confirmed in writing.

Are the amounts gross or net?

The table shows gross amounts. For net figures use the calculator at bmf-steuerrechner.de, since deductions vary by situation.

Is there a trainee supplement?

The regional document names no amount for it. Ask the responsible office whether it applies to you and how much it is.

What about family allowance?

It is not part of the base pay table. Whether and how much you receive is decided by the office that sets your pay.

What You Should Do Next

  1. Get your pay grade and base pay confirmed in writing.
  2. Check whether the 70 percent trainee rate applies to your status.
  3. Work through your typical costs with Beihilfe and check the remainder.
  4. Compare supplements on benefits and conditions, not only on price, and get personal advice first.
