Beihilfe is the share of medical costs that the employer covers for civil servants. The rest is usually covered by private health insurance. In Mecklenburg-Vorpommern the exact share is set by state law. This guide explains how the system works, walks through a calculation, and lists what you should check for your state.
Short answer: In Mecklenburg-Vorpommern, Beihilfe (state health aid) covers a fixed percentage of eligible costs, and private insurance covers the rest. The percentage depends on your group and your family. The legal basis is sections 80 and 80a of the state civil service act (LBG M-V); since the 2026 amendment there is also a flat-rate Beihilfe. The Beihilfe office gives you the binding rate. Last updated: October 2026.
The Most Important Points
- Beihilfe is a refund from the employer, not comprehensive insurance. A tariff usually covers the rest.
- The rates differ by group: active civil servants, families with children, pensioners and dependants. The Beihilfe office tells you which rate applies to you.
- Beihilfe is granted on application with complete receipts. If you do not submit bills, you lose money.
- Trainees can face limits on some benefits, such as dental replacements. Check which rules apply to you in Mecklenburg-Vorpommern.
- Ask the Beihilfe office of your employer for the rate that applies to you. We do not state an unverified figure here.
How does Beihilfe work in Mecklenburg-Vorpommern?
Beihilfe is not insurance cover but a refund. It is granted on application and only for eligible services. State law, based on section 80 LBG M-V, defines which services are eligible. The Bemessungssatz (assessment rate) shows what share the employer pays. You must cover the rest with a tariff, savings or both. Our guide to civil servant health aid (in English) explains the basics.
Which assessment rates apply?
Mecklenburg-Vorpommern sets Beihilfe and assessment rates in its own state law. Rates from other states cannot be transferred. Rates are usually tiered by group: active civil servants, civil servants with children, pensioners, spouses and partners, and eligible children typically receive different rates. You find the exact percentages in the legal basis (section 80 LBG M-V and the rules issued under it) and in the notice from the Beihilfe office, not in a rule of thumb.
New is the flat-rate Beihilfe under section 80a LBG M-V. According to the explanatory material in the legislative process (state parliament document 8/6202, January 2026, in German), it follows the Hamburg model: the employer bears half of the cost of full health insurance. According to a statement by the county association, the application and the waiver of supplementary Beihilfe are irrevocable. Check the decision in advance with the Beihilfe office and with personal advice.
Worked example: what remains as your share?
Assumption for illustration: a bill of 400 euros and a rate of 50 percent. This is a pure calculation assumption and not a verified rate for Mecklenburg-Vorpommern. Beihilfe then refunds 200 euros. The remaining 200 euros are covered by your tariff or by you. At a rate of 70 percent, Beihilfe would refund 280 euros and 120 euros would remain.
The remaining share is the real test for a tariff. The higher the Beihilfe rate, the less a supplementary tariff has to cover. What matters most is which services the tariff pays for the remaining share.
Which insurance fits Beihilfe?
If you receive Beihilfe, you usually need a tariff that covers the rest. With Beihilfe, tariff premiums are generally lower, because the tariff only covers the remaining share. The drawbacks are the health check at admission and premiums that can rise over the years. Our guide to health insurance during clerkship shows how this plays out during training.
| Often a fit | Often not a fit |
|---|---|
| You are entitled to Beihilfe and in good health | You have pre-existing conditions and need admission without a health check |
| You plan long term with civil servant status | You do not know how long your status lasts or whether a change is coming |
| You can carry rising premiums over the years | You have tight finances and need a fixed premium without adjustments |
The table does not replace advice. It only shows that Beihilfe plus a private tariff is not the right solution for everyone.
Steps that help with Beihilfe
- Confirm your Beihilfe entitlement with the Beihilfe office of your employer.
- Ask for the assessment rate for your group in writing.
- Submit bills with all required receipts. Incomplete documents delay the refund.
- Compare your share of costs with the benefits of each tariff before you sign.

Frequently asked questions
Do I have to apply for Beihilfe?
Yes. Beihilfe is granted on application. Without a submitted bill the employer pays nothing, so collect receipts and submit them in full.
Does Beihilfe also cover children?
Eligible children can receive Beihilfe. The rates for children follow state law. Ask the Beihilfe office to confirm the rate for your children.
What about dental work during training?
For civil servants on probation during training, limits can apply to dental replacements and similar services, as in other states. Whether and to what extent this is the case in Mecklenburg-Vorpommern, clarify with the Beihilfe office before you plan treatment.
Where do I find the rate for Mecklenburg-Vorpommern?
The Beihilfe office of your employer tells you the rate; the basis is state law (sections 80, 80a LBG M-V, available in the state law portal). We deliberately do not state a figure here, because a wrong rate distorts your cost planning.
What to do now
- Ask for your Beihilfe entitlement and assessment rate in writing.
- Compare your share of costs across several tariffs, not only the premium.
- Build a reserve for dental treatment if Beihilfe covers it only in part.
- Submit bills promptly and keep a list of receipts.
