Study Abroad in Azerbaijan: Insurance, Visa, Costs 2026

Study abroad in Azerbaijan: no EHIC cover, visa before departure, study residence permit, tuition and living costs with sourced facts, October 2026.

Study abroad in Azerbaijan: The European Health Insurance Card does not apply there, and we found no social security agreement with Azerbaijan that covers health insurance. German citizens need a visa that they apply for before departure. For stays up to 30 days an online visa is possible. For a longer study period you apply for a residence permit with the State Migration Service.

Azerbaijan is neither an EU member state nor part of the European Economic Area. The Federal Foreign Office also warns against travel to Karabakh and the entire border region with Armenia, so careful route planning matters.

How are you insured in Azerbaijan?

European Health Insurance Card and social security agreement

According to the FAQ of the European Commission, the European Health Insurance Card applies in the EU member states, Iceland, Liechtenstein, Norway and Switzerland. Azerbaijan is not named there, so the EU rules on treatment under the conditions of the host country do not apply.

The website of the German Liaison Office for Health Insurance Abroad (DVKA) could not be reached for our check, so we name no agreement. Ask your health insurance fund to confirm its arrangement for Azerbaijan in writing. The basics of private cover are explained in the guide PKV für Studierende im Nicht-EU-Ausland (in German).

Travel health insurance and advance payment

The Federal Foreign Office advises travel health and repatriation insurance for the whole stay. The office names no advance payment requirement for Azerbaijan, but notes in general that in many countries treatment costs must be settled or paid up front before discharge. A guideline of the Azerbaijani Ministry of Foreign Affairs from 2020 names health insurance only as part of a scholarship, not as a general requirement. Ask your host university whether a requirement applies to your exchange semester.

Medical certificate and vaccinations

The same guideline names a medical certificate for enrolment, which must confirm that there is no infection with HIV, hepatitis B or hepatitis C. No vaccinations are required for direct entry from Germany. The Federal Foreign Office recommends hepatitis A vaccination, depending on the indication hepatitis B and rabies vaccinations, and the standard vaccinations under the STIKO schedule, especially against measles.

Private travel health insurance and repatriation

Your travel health and repatriation insurance should cover repatriation and treatment that can wait until your return. Which benefits you need depends on your contract, your university and the length of your stay. Background information is in the guide Travel health insurance for Erasmus, USA and work and travel (in German).

Do you need a visa for Azerbaijan?

Yes. German citizens need a visa, which you apply for before departure at the Embassy of the Republic of Azerbaijan in Berlin or another Azerbaijani mission abroad. Accepted documents are the passport, the provisional passport and the children’s passport. The identity card and the provisional identity card are not accepted.

For a single stay of up to 30 days you can apply for the visa through the visa portal. According to the Federal Foreign Office, decisions usually take a few days, but before public holidays there can be considerable delays. Transit through Baku airport without leaving the international transit area requires no visa.

Land borders are currently closed for regular passenger traffic, so entry is possible only by air. Plan your arrival via the airport.

For stays longer than 15 days you must register with the State Migration Service directly after arrival. In hotels the hotel usually does this for you. For longer stays, including study, you apply for a residence permit with the State Migration Service. The 2020 guideline requires the application at least 30 days before your stay expires and names the universities as support. Check this deadline with your host university, because the rules may have changed.

The Federal Foreign Office issues a partial travel warning for Azerbaijan. It warns against travel to the Karabakh region and the entire border region with Armenia. The region is heavily restricted because of the armed conflict and mines. In other parts of the country demonstrations and occasional violent clashes can occur, and petty crime such as pickpocketing happens (status of the page 23 October 2026).

What does a study abroad semester in Azerbaijan cost?

Tuition fees

Which fees apply at the host university depends on the exchange agreement of your home university. The 2020 guideline of the Ministry of Foreign Affairs names an exemption from tuition fees only for scholarship holders. We do not state a general amount for exchange students, because we have no current official figure that we can cite. Ask your home university and the host university before you accept a place.

Living costs

We do not state a sourced monthly amount for living costs. Ask your host university for its budget for exchange students and for the costs of dormitory places. Without a current official or university source we do not calculate a total.

Funding: Erasmus+ and Auslands-BAföG

Azerbaijan appears in the Erasmus+ programme guide as a third country of the Neighbourhood East that is not associated with the programme. Funding is therefore possible only in certain actions. More on this in the guide Planning Erasmus and a semester abroad (in German).

According to the flyer of the German Student Services Organisation (status January 2026), Auslands-BAföG is possible for Azerbaijan. The responsible office is the Studierendenwerk Chemnitz-Zwickau, telephone 0371/5628-450. Outside the EU and Switzerland, funding covers at most two semesters, and at least one year of study in Germany is required beforehand. A study abroad period lasts at least six months. All details are in the guide Auslands-BAföG: requirements, amounts and supplements (in German).

How to prepare before you leave

  1. Ask your health insurance fund to confirm in writing how you are insured in Azerbaijan before you sign the learning agreement.
  2. Take out travel health and repatriation insurance that covers your entire stay.
  3. Apply for your visa well before departure, and allow for delays before public holidays.
  4. Check that your passport or provisional passport is valid. Identity cards are not accepted.
  5. Plan your arrival by air, because the land borders are closed for regular passenger traffic.
  6. Ask your host university about the deadline for the residence permit.
  7. Clarify your vaccination status with your doctor. The Federal Foreign Office recommends hepatitis A vaccination.
  8. Submit your Auslands-BAföG application to the Studierendenwerk Chemnitz-Zwickau about six months before your start, if you want funding.
