Erasmus 2028 is not an adopted programme as of November 2026. It is a legislative proposal that the European Union is still negotiating, and many students planning a semester abroad want to know whether funding will continue in its current form after 2027. The official documents give a clear but provisional answer, which this guide explains step by step.

Short answer: The current programme covers 2021 to 2027. For the years 2028 to 2034, the European Commission presented a proposal on 16 July 2025. According to a Council note dated 5 May 2026, the Council has prepared a negotiating position. No adopted budget for the new phase exists yet. Last updated: November 2026.

Key points at a glance

  • The current programme is Erasmus+ 2021 to 2027. It remains the basis for exchange periods that are being planned now.
  • On 16 July 2025, the Commission proposed a regulation establishing Erasmus+ for 2028 to 2034. The procedure is numbered 2025/0222(COD).
  • The Council issued a note dated 5 May 2026, which aims for a partial general approach, meaning a negotiating position of the Council.
  • The financial envelope for the new phase is shown in square brackets in the note. No amount is fixed there.
  • The monthly rates for your semester abroad are set by your university within EU rules. They apply to one academic year at a time.

Where does the legislative procedure stand?

An EU programme is created in several steps. First, the Commission presents a proposal. Then the Council and the European Parliament negotiate before a text is adopted. The table below shows the status as it appears in the official documents.

StepDateStatus according to the source
Proposal by the European Commission16 July 2025Regulation establishing Erasmus+ for 2028 to 2034
Council note (doc. 8265/26)5 May 2026The Council is asked to reach a partial general approach
European ParliamentStatus of the noteRapporteur appointed, committee decision still pending
Adoption by Council and Parliamentnot documentedNo adopted text in the sources reviewed

The note of 5 May 2026 is the most recent official document on this file used for this guide. Subsequent developments in Parliament can be tracked in the procedure file. If you need a binding statement, rely on the current status of the procedure rather than on older summaries.

What is the new programme supposed to combine?

According to the Council note, the future programme is meant to merge Erasmus+ 2021 to 2027 with the European Solidarity Corps. For students, this means that study mobility, internships and projects could sit under one common roof. How the individual strands would be shaped is set out in the proposal text and not in the short Council summary. For you, the key question is whether study mobility remains a separate funding area and which target groups the text names explicitly. Such details change during negotiations, so check the current text before making a decision rather than relying on older summaries.

What does this mean for the budget?

The EU decides on the budget within the Multiannual Financial Framework. The Council note does not name an amount. The financial provisions appear in square brackets and are excluded from the partial general approach until there is progress on the Multiannual Financial Framework. Figures reported in the press or by associations are therefore signals from negotiations and not adopted amounts.

For your planning, this means that the level of funding from 2028 is open. What you apply for today follows the current programme 2021 to 2027 and the rules of your university. This distinction matters because a funding promise always applies to the period for which it was granted.

How high is the funding under the current programme?

Each university sets its monthly rates itself within the EU framework. One example is the Philipps-Universität Marburg for the 2026/27 academic year under action KA131. According to the university, the rate is 600 euros per month in group 1 and 540 euros per month in groups 2 and 3. The top-up for participants with fewer opportunities is 250 euros, and the funding period is capped by each university (110 or 120 days in Marburg).

Country groupExample countries according to the universityMarburg 2026/27 per month
Group 1FR, IT, NL, AT, SE600 euros
Group 2ES, PT, GR, CZ540 euros
Group 3PL, HU, RO, TR540 euros

The table applies only to this example. Other universities set their own rates. Ask your International Office which rates apply to your destination and period. An overview of funding by target group is available in the Academycon guide Erasmus Funding Rates 2026/27: Deadlines Explained.

How do I plan a semester abroad despite the uncertainty?

Plan exchange periods around the application deadline of your university, not around a date from the legislative procedure. A period that starts in the 2026/27 academic year follows today’s rules. Rates and deadlines apply to one academic year at a time, so check them again before every application.

Recognition is a point you can settle independently of funding programmes. You fix which courses from the partner university count in the Learning Agreement before you leave. The logic behind this is explained in the German guide Learning Agreement: Auslandsleistungen richtig anrechnen lassen (in German).

  • Application deadline, language requirement and place allocation at the partner university
  • Recognition of your credits in the Learning Agreement before departure
  • Health insurance for the time abroad, see Krankenversicherung im Auslandssemester: Was gilt? (in German)
  • Funding conditions of your university for exactly this academic year

Frequently asked questions

Does Erasmus+ end in 2027?

The current programme period carries the years 2021 to 2027. Whether and in what form a successor programme from 2028 comes is still open in the legislative procedure. The sources reviewed do not contain a binding statement on the end of the current programme.

Has Parliament already adopted a budget figure?

Not according to the official sources reviewed. The European Parliament has appointed a rapporteur, and the committee decision is still pending according to the Council note. Figures from the media are therefore negotiating positions and not firm commitments.

Is a semester abroad possible without Erasmus funding?

Yes. A semester abroad is possible without Erasmus funding, but the financing then comes from other sources. These include the Auslands-BAföG (German study grant for study abroad) and scholarships. The requirements for the Auslands-BAföG are explained in Auslands-BAföG: Voraussetzungen, Höhe, Zuschläge (in German).

Who sets the amount of funding for my semester abroad?

Your university sets the monthly rates within the EU framework. The International Office knows the rates for your academic year and your destination. Figures from one university do not automatically apply to another.

Should I go abroad earlier because of the change?

This cannot be answered in general. What matters is your study plan, the recognition of your credits and your financing. Funding is one building block, but not the only reason for or against a stay abroad.

What to do now

  1. Check the funding rules of your university for the current academic year.
  2. Clarify recognition in the Learning Agreement before you apply.
  3. Check your health insurance for the time abroad.
  4. Follow procedure 2025/0222(COD) before you treat funding from 2028 as fixed in your plans.
