Is a Scholarship Taxable? Tax and Social Insurance

Is a scholarship taxable? Conditions for tax exemption under § 3 no. 44 EStG, social insurance and a worked example with the 2026 figures.

The short answer on whether a scholarship is taxable

Is a scholarship taxable? Under § 3 no. 44 EStG, a scholarship is tax-free if it comes from public funds or from tax-exempt institutions, serves research or academic training or further education, and does not require a counter-performance or a duty to work. Scholarships are generally not employment income either and are therefore not subject to social insurance contributions. A loan is not a scholarship.

When is a scholarship taxable, and when is it tax-free?

A scholarship is tax-free if all the conditions of § 3 no. 44 EStG come together. The grantor must use public funds or be a tax-exempt organisation. The award must follow a guideline, and the support must not exceed the need for living costs and training. The recipient may also not commit to a particular academic counter-performance or to employee activity. According to a secondary source, publications, final reports and participation in working groups are harmless, as long as no duty to work arises.

The table summarises the conditions. If one point is unclear, look at the award guidelines of the scholarship provider, which are usually published on its website. They also show whether the scholarship is linked to a counter-performance.

Worked example: when does a scholarship remain tax-free?

The example assumes a scholarship of €800 per month with no other income. It is simplified, because work-related expenses, special expenses and other income are not considered here.

  1. Annual amount: €800 times 12 months equals €9,600.
  2. If the scholarship is tax-free under § 3 no. 44 EStG, the amount remains outside income tax.
  3. The annual amount of €9,600 is below the basic allowance of €12,348 for 2026. This is a guide value, not a guarantee: income tax depends on the total of all income, for example from a side job or investment income.
  4. What matters is therefore the scholarship provider’s compliance with § 3 no. 44 EStG and the total income for the year, not the monthly amount alone.

What does not count as a scholarship?

Not every payment to students is a scholarship in the tax sense. If someone pays you for an activity, for example as a student assistant, tutor or intern, you provide a counter-performance. This pay is generally wages and may be subject to tax and contributions. A loan does not count either, because you repay it. If in doubt, check the notice of award and the guidelines of the grantor before you rely on tax exemption.

Do I have to pay social insurance on a scholarship?

As a rule, no. Scholarships that serve academic training or further education are generally not treated as employment income or earned income. Therefore, they do not give rise to contributions to health, long-term care, pension or unemployment insurance. It is different if you also have employment or if the scholarship is tied to a duty to work. In that case, the health insurer or pension insurance checks the individual case.

How does a scholarship affect my family insurance?

Family insurance depends on total income. Whether a scholarship counts there is decided by the health insurer in each case, even if the payment is tax-free. The income limit in 2026 was €565 per month. Therefore, ask before you accept the scholarship, so that your insurance does not end unexpectedly.

Here is what to do now

  1. Ask the scholarship provider for the award guidelines and check whether they name the conditions.
  2. Check whether the scholarship is linked to a counter-performance or a duty to work.
  3. If you want certainty, ask the tax office responsible for the scholarship provider for a binding certificate.
  4. Ask your health insurer whether the scholarship affects your family insurance.
  5. If you also receive BAföG, ask the BAföG office, because scholarships may be treated differently there.

Frequently asked questions

Is a scholarship taxable?

No, if the conditions of § 3 no. 44 EStG are met. These include public funds, the purpose of research or training, and no counter-performance or duty to work.

Do I have to pay social insurance on a scholarship?

As a rule, no, because a scholarship is usually not employment income. Simultaneous employment changes this.

Is a loan also a scholarship?

No. A loan that you have to repay is not a scholarship.

Can I have the tax exemption confirmed?

According to a secondary source, the tax office responsible for the scholarship provider can issue a certificate on request. Clarify in advance with the tax office whether and in what form this is possible in your case.
