Volunteering and Family Insurance: Does the Allowance Count?

Tax-free volunteer allowances usually do not count toward total income. For 2026, family insurance in Germany has a limit of 565 euros a month.

If you are covered by your parents’ family insurance (Familienversicherung) and take on a volunteer role, you may receive an allowance or a coaching fee. The concern is obvious: could the extra income end your coverage? The answer depends on whether the payment is tax-free and how much you receive over the year.

Short answer: Tax-free payments under the coaching allowance or the volunteer allowance generally do not count toward total income, according to guidance from the GKV umbrella body. For 2026 the coaching allowance is 3,300 euros a year and the volunteer allowance is 960 euros a year (status July 2026). Only the part above these amounts can affect the monthly limit of 565 euros.

The most important points

  • Tax-free allowances such as the coaching allowance do not count toward total income, as far as they reach.
  • For 2026 the coaching allowance is 3,300 euros per year and the volunteer allowance is 960 euros per year.
  • The income limit for family insurance is 565 euros per month in 2026.
  • A public allowance does not count only up to the actual expenses it covers.
  • Children in training stay covered only until age 25, regardless of volunteer income.

Which income counts toward total income?

For family insurance, the relevant figure is not gross pay but total income (Gesamteinkommen). The limit is one seventh of the monthly reference income (Bezugsgröße). For 2026 this equals 565 euros a month, according to the reference figures used alongside section 10 of Book V of the German Social Code (SGB V). For 2027, the draft Social Insurance Reference Values Ordinance (cabinet stage of 7 October 2026) names 590 euros. It only becomes binding once the Bundesrat has approved it and the ordinance is promulgated.

The GKV umbrella body (GKV-Spitzenverband) explains which payments are excluded in its guidance on total income. That guidance is recommendatory, although health insurers apply it in practice. It states that tax-free income under sections 3 and 3b of the Income Tax Act (EStG) does not count, even where it replaces earnings.

How high are the tax-free allowances for volunteers?

The ceilings change from year to year. The 2022 guidance from the GKV umbrella body still lists 3,000 euros for the coaching allowance and 840 euros for the volunteer allowance. Both amounts are outdated. Under section 3 nos. 26 and 26a of the Income Tax Act (EStG, gesetze-im-internet.de, retrieved on 2 November 2026), 3,300 euros and 960 euros a year apply. The Finance Ministry of Brandenburg lists the same amounts in its brochure from July 2026. The amount that counts is the one for the year in which you receive the payment.

If a payment exceeds the allowance, only the excess is checked. The health insurer then applies the general rules on total income to that part.

Worked example: coaching fee of 3,600 euros a year

Assumption: You receive 3,600 euros a year as a coach at a non-profit club. Of this, 3,300 euros are tax-free. The remaining 300 euros a year lie above the allowance. As a monthly average, that is 25 euros, which may become relevant for the 565 euro limit. Whether and how the health insurer applies this amount monthly is decided case by case, because the insurer looks at each month separately.

As long as your total monthly income stays below 565 euros, volunteering does not change your family insurance. A mini-job combined with volunteering needs a separate check, because different limits apply there. Our German guide on family insurance for students under 25 (in German) covers the details.

How does an expense allowance work in practice?

An expense allowance is not automatically free of contributions. It is only harmless if it stays tax-free and does not exceed the actual costs. A flat sum above the expenses is income. A look at the settlement is therefore worthwhile. If you can document travel costs or materials, your position is usually safer than with a flat payment alone.

Whether a payment counts as an allowance or as remuneration also has tax weight. A label in the contract does not replace a check of the requirements. Write down what the money is meant to cover and keep receipts.

Frequently asked questions

Does volunteering end family insurance?

Not by itself. Total income is decisive. As long as tax-free allowances apply and the total stays below the limit, the coverage continues. The age limit of 25 applies in addition.

Do I have to report volunteer payments to my health insurer?

Insurers usually ask about total income. Whether you must list each payment depends on the form the insurer uses. If in doubt, declare all income and let the insurer decide. That avoids later demands for contributions.

Does the limit also apply to spouses?

The law applies the limit of one seventh of the reference income to all family members covered through a member, so to spouses and children alike. For children, an income comparison with a spouse who has no statutory insurance also applies. If that spouse earns more than 6,450 euros a month in 2026 and more than you do, the child is not covered.

What happens after the 25th birthday?

Family insurance for children in training ends. An extension applies only for periods of statutory service, such as a federal voluntary service. For development workers, up to twelve months can be credited. Periods of study do not extend it.

How to proceed now

  1. Record every volunteer payment with date, amount and description for the year.
  2. Compare the total with the coaching or volunteer allowance for that year.
  3. Convert any amount above the allowance into a monthly average and compare it with the 565 euro limit.
  4. Ask your health insurer before accepting larger payments, and keep the answer in writing.

Why the monthly view matters

The allowances apply to the calendar year, but the income limit for family insurance applies to each month. This is where many students are caught out. If you receive a larger settlement in December, that month can exceed the limit even when the annual average is low. The health insurer therefore checks individual months and not only the yearly total. Where possible, spread settlements evenly or ask the club for a fixed payment rhythm.

Back payments for several months can also stand out. When a club pays an annual settlement only in the following year, the insurer usually assigns the payment to the month it arrives, not to the period in which the work was done. This is a reading of the general system, and you should confirm it with your insurer for your own case.

Which documents should you keep ready?

  • The written agreement with the club or client, showing the nature and scope of the work.
  • The settlements with date, amount and description of each payment.
  • Proof that the club is recognised as non-profit, for example the tax office notice.
  • Receipts for travel or materials if you receive an expense allowance.
  • Your current membership certificate or proof of family insurance from your insurer.
