A fixed-term doctoral post often ends earlier than planned, sometimes before the thesis defence is on the calendar. Then the questions are unemployment benefit I (Arbeitslosengeld I, ALG I) and health insurance. This guide explains when you are entitled, how long benefit runs and how health insurance works during and after the benefit period.

Short answer: After a doctoral post subject to social insurance, you can receive ALG I if you have been compulsorily insured for at least twelve months within the qualifying period (section 142 SGB III). The length depends on your insured time and your age, for example 12 months after 24 months of insurance. During benefit you are insured under statutory health insurance. A pure scholarship does not count for this.

The most important points at a glance

  • Entitlement to ALG I requires a qualifying period: at least twelve months of compulsory insurance within the reference period.
  • A pure scholarship does not meet this requirement. Only paid employment subject to social insurance counts.
  • The duration under section 147 SGB III depends on insured time and age. Twelve months give six months of benefit, 24 months give twelve.
  • During ALG I you are compulsorily insured under statutory health insurance. The Federal Employment Agency pays the contributions.
  • Register as job-seeking at least three months before your contract ends, or you risk disadvantages.

When are you entitled to ALG I?

The qualifying period is met if you were in compulsory insurance for at least twelve months within the reference period (section 142 SGB III, reference period under section 143 SGB III). A fixed-term doctoral post with social insurance meets this condition if it has lasted long enough in the recent years.

A scholarship does not meet the requirement. Anyone who was only funded therefore usually has no ALG I entitlement. Your pension statement shows your contribution periods, and the Federal Employment Agency checks the entitlement case by case. More on the pension effects is in the guide Rentenlücke durch Promotion: So viel kostet ein Stipendium an Rente (in German).

How long does the benefit run?

The length of the entitlement follows section 147 SGB III. What counts is the compulsory insurance within the reference period and your age when unemployment begins. The table shows the main steps:

Compulsory insurance in months (at least)From ageBenefit in months
12no age limit6
16no age limit8
20no age limit10
24no age limit12
3050 years15
3655 years18
4858 years24

Source: Section 147(2) SGB III (accessed October 2026, in German). For special cases with very short insurance periods, section 147(3) SGB III provides shorter durations. Worked example (assumption: 36 months of compulsory insurance, age 45): the 24-month row applies and gives 12 months, because the age limit of the 36-month row is not reached.

How high is the benefit?

The amount depends on the reference wage from the months before unemployment. The benefit rate is 60 percent of the flat-rate net pay, or 67 percent with at least one child within the meaning of the law (section 149 SGB III). Because a fixed term and a working-time share shape the pay, calculate with your contract and the agency’s information.

Health insurance during and after benefit

If you receive ALG I, you are compulsorily insured under statutory health insurance (section 5(1) no. 2 SGB V). The Federal Employment Agency pays the contributions. This cover continues for as long as the entitlement lasts. How the health insurer is chosen during benefit is explained by the agency when you register, so ask early.

If the entitlement ends or you receive no ALG I, you need a new plan. Family insurance through a spouse is possible if you stay within the income limit (565 euros per month in 2026). Voluntary statutory insurance has a minimum contribution of 222.80 euros per month (2026, assumption: supplementary contribution of 2.9 percent). Private cover is the third option. The overview for graduates is in the German guide Arbeitslosengeld nach dem Studium: Anspruch, Meldung und Krankenversicherung.

Reporting duties and suspension of benefit

Under section 38 SGB III you must register as job-seeking with the employment agency at least three months before your employment ends. If you miss this deadline, your benefit can be reduced. If you quit without good reason or refuse a reasonable job, a suspension period can apply (section 159 SGB III). Ask the agency about the consequences before the contract ends. A severance payment can also suspend the entitlement for a period (section 158 SGB III), so clarify such payments early.

If your doctorate and your post end at the same time, plan the dates early. A timely registration costs nothing and protects your entitlement.

Common mistakes to avoid

  • Planning too late: if you go to the agency only after the contract has ended, you lose time and risk a suspension period.
  • Scholarship alongside a post: a scholarship does not replace insured time. Get the start and end of each payment confirmed in writing.
  • Forgetting health insurance: the move from benefit to voluntary or family cover needs lead time.

Especially with fixed-term contracts at universities, a list of all posts with start, end and working-time share helps. It shows quickly which insured periods add up and where gaps arise.

Frequently asked questions

Do I get ALG I if I only had a scholarship?

Usually not. A pure scholarship does not fulfil the qualifying period, because it is not compulsory employment. Check your documents and ask the agency about your case.

Do I have to finish the doctorate to receive ALG I?

No. The entitlement depends on employment and insured time, not on the doctorate itself. An ongoing doctorate can play a role in availability, so clarify this before you apply.

Does the agency also pay my pension contributions?

During ALG I the agency pays pension contributions. A gap arises not during the benefit, but when no contribution period follows afterwards.

Can I qualify further while unemployed?

That is possible, but the agency checks availability. A training course needs prior agreement so that your entitlement is not put at risk.

What to do now

  1. List your contract end date and all insured periods of recent years.
  2. Register as job-seeking with the agency at least three months before the contract ends.
  3. Have your ALG I entitlement and benefit duration under section 147 SGB III calculated.
  4. Plan health insurance for the time after the benefit ends, before the entitlement runs out.
