Starting pay for lawyers in Germany depends more on the type of employer than in many other graduate professions. A large law firm, a small firm, a company and the public sector each follow different pay logics.
Short answer: Germany has no official figure for the starting salary of lawyers (Rechtsanwälte). Pay varies widely by type of firm, location and specialisation. Companies and the public sector usually use fixed pay bands or tables, while law firms rely more on individual negotiation. Always compare offers in gross terms, including all benefits.
The most important points at a glance
- For lawyers there is no reliable official starting-salary figure. The available surveys are often older or not representative.
- The range is wide. Even an older survey of entry-level lawyers showed very different earnings.
- Companies and the public sector usually offer clearer structures than law firms.
- Admitted lawyers must hold professional liability insurance (section 51 of the Federal Lawyers’ Act, BRAO).
- Negotiate fixed salary, bonus, working hours and benefits together, not separately.
Which employers exist and how do they pay?
Starting conditions differ by employer in working hours, pay structure and career path. The overview shows typical patterns without naming concrete salaries.
| Employer | Typical pay | What to check |
|---|---|---|
| Large law firm | Fixed salary with a possible bonus, often a large intake | Working hours, bonus criteria, route to partnership |
| Mid-sized law firm | Fixed salary, usually negotiated individually | Specialisation, client structure, supervision by partners |
| Small law firm | Fixed salary, partly profit-sharing | Learning opportunities, pay relative to revenue |
| Company (in-house lawyer, Syndikusrechtsanwalt) | Salary band, often with allowances | Pay structure, training, development steps |
| Public sector | Pay grade under a collective agreement | Grading, steps, pension scheme |
A Syndikusrechtsanwalt is an admitted lawyer employed by a company. The main difference from a law firm is the client: you advise internally rather than changing clients.
What determines your starting pay?
Several factors work together besides the type of employer. You cannot measure all of them in advance, but you can raise them in a negotiation.
- Area of law: corporate, tax and employment law are often paid differently from other fields.
- Location: big cities with many firms compete harder for new talent than rural regions.
- Prior experience: internships at firms or companies, time abroad and foreign languages count with many employers.
- Additional qualifications: a doctorate or a specialist title can strengthen your position but guarantee no particular salary.
What do the available surveys show?
A frequently cited study by the Soldan Institute surveyed 230 lawyers who started their careers in 2010 (published 2016). It showed a very wide spread in starting earnings. No amounts from this survey are quoted here, because it is around fifteen years old and says little about current offers.
For current values, the Federal Employment Agency’s pay data by occupation and the Lohnspiegel analyses of the Hans Böckler Foundation are useful. Both rely on surveys or reports rather than collective agreements, and they can only roughly assign firm types.
Professional liability insurance and other costs
Lawyers must take out professional liability insurance and keep it in force while admitted (section 51 BRAO). The minimum insured sum is 250,000 euros per claim. Benefits for all claims in one insurance year can be limited to four times that amount.
Whether and to what extent this duty applies in an employment relationship, and who pays the premium, you should clarify with your employer and, if needed, with the responsible Bar Association. Such costs reduce your net pay and belong in every salary calculation. Specific premiums are deliberately not named here.
What to check before you sign
An employment contract for a lawyer often contains more levers than the fixed salary. Read the clauses on probation, notice periods, non-competition and training carefully. Check the rules on overtime and on-call time, because they decide how much of your time the fixed salary actually covers.
Also check whether the employer contributes to pension savings, pays a lump sum for specialist literature or subsidises insurance. Such benefits affect your net pay and should appear in your comparison of offers.
Common mistakes in salary talks
- Talking about numbers before the job profile is clear.
- Negotiating only the fixed salary and ignoring bonus or working hours.
- Naming a figure without a source you can explain in the conversation.
- Accepting verbal promises instead of getting them in writing.
Which path suits which goal?
Choose an employer by your goals, not by the salary in the first year alone. The profiles below help you place your options.
- If you want responsibility and broad case experience quickly, a smaller firm with its own clients often offers this.
- If you value predictable hours, clear structures and deep subject expertise, an in-house role is often the better fit.
- If you prefer security and fixed pay tables, the public sector offers them, with less room for individual pay.
A decision is easier if you picture three years of development. Ask about typical career paths, staff turnover in the team and how early people take on their own responsibility.
Frequently asked questions
Is there a minimum salary for lawyers?
The statutory minimum wage of 13.90 euros per hour applies since 2026 to almost all employees, with few exceptions. It is not a benchmark for lawyers’ pay, though. To place a concrete offer, use pay data by occupation and region.
Law firm or company: which pays better?
This cannot be answered in general. Law firms often offer quick responsibility and client contact, while companies usually offer more predictable hours and clearer pay bands. What matters is the way of working you want in the long term.
How do I negotiate as a newcomer?
Talk about gross pay first, then bonus, working hours, remote work and training. Support your expectation with a source and with your experience from internships or previous roles. Put agreements in writing, including the arrangements for professional liability insurance.
Does a specialist title help with pay?
A specialist title can improve your cases and your room for negotiation. It does not guarantee a higher salary. It also requires a set number of cases that you must document first.
What to do now
- Find out which type of employer you face and how it pays: fixed salary, bonus or collective agreement.
- Ask about professional liability insurance and which costs the employer covers.
- Use pay data and Lohnspiegel analyses as a guide, not as a promise.
- Negotiate gross pay with all benefits and record the result in writing.
