Semester contribution in Germany: what internationals pay

Semester contribution in Germany explained: what it covers, what HWR Berlin charged for winter 2026/27 and how it differs from health insurance for students.

Contents

The semester contribution in Germany is a fee you pay to your university every term, and it applies even though most public universities do not charge general tuition. Many international students see it as their first bill after enrolment and confuse it with tuition or health insurance. This guide explains what the semester contribution covers, what it cost at one example university for winter 2026/27 and how it differs from your health insurance.

Kurz beantwortet: The semester contribution (Semesterbeitrag) is paid to your university each term. It usually covers the university administration, the student services organisation, the student union and often a semester ticket for public transport. At HWR Berlin the full-time contribution for winter 2026/27 was 379.77 euros, including a semester ticket. The amount differs by university. Stand: October 2026.

The key points in brief

  • The semester contribution is paid to your university, not to a health insurer.
  • Each university sets its own amount, and the total can change from term to term.
  • At HWR Berlin, the full-time contribution for winter 2026/27 was 379.77 EUR, including a semester ticket of 226.80 EUR.
  • Health insurance is a separate monthly payment. For 2026, the statutory base contribution for students is 87.38 EUR per month, plus the additional contribution of your health insurer.
  • Late payment can add a surcharge. HWR Berlin lists 19.94 EUR for late payment in its example.
  • Read your fee notice each term, because the amount and the due date are set there.

What the semester contribution covers

There is no single national amount for the semester contribution. Each university decides how its fee is built up, and the parts usually come from three places: the university itself, the student services organisation (Studierendenwerk) and the student union (Studierendenschaft). Many universities also collect a fee for a semester ticket, which gives you access to local and regional public transport for the term.

The table below shows the breakdown published by HWR Berlin for the full-time programme in winter 2026/27. It is an example of one university and not a national average.

ComponentAmount (EUR)
Administrative fee (Verwaltungsgebühr)50.00
Student services organisation (studierendenWERK BERLIN)85.00
Student union (AStA)17.97
Semester ticket226.80
Total, full-time379.77

Part-time students at HWR Berlin pay the same administrative, student services and student union fees but no semester ticket. Their total for the same term was 152.97 euros. The university also lists a late payment surcharge of 19.94 euros, which raised the full-time total in the example to 399.71 euros.

How much will you pay over a year?

The following calculation uses the HWR Berlin figures as a sample. Annahme: you study full-time for two terms, the fee is the same in both terms, and you pay on time.

  1. One term at HWR Berlin: 379.77 EUR.
  2. Two terms: 379.77 EUR × 2 = 759.54 EUR per year.
  3. If you pay late in both terms: 399.71 EUR × 2 = 799.42 EUR per year.

Your own total will differ. Compare the figures in your fee notice with the sample above, and use the table in the next section to plan your monthly budget.

How the statutory health insurance contribution works

The semester contribution and your health insurance are two different payments with two different recipients. Your university collects the semester contribution. Your health insurer collects the health insurance contribution, and the rules are set by law. Whether you must be insured under the statutory health insurance as a student depends on your personal situation. For a detailed overview, see our guide on health insurance for international students in Germany.

For students, the contribution is calculated on a base of 855 EUR per month in 2026. Applying the student rate of 10.22 percent gives 87.38 EUR per month before your insurer’s additional contribution. The average additional contribution for 2026 is 2.9 percent, which adds about 24.80 EUR per month on the same base. These are averages, so your insurer may charge a different rate. You can find the current figures in our overview of student health insurance figures for 2026.

What the semester contribution does not cover

In most cases the semester contribution does not pay for rent, living costs, health insurance or private liability insurance. Some federal states charge tuition fees to certain groups of students from outside the European Union. The rules differ by federal state and by university, so check them before you enrol.

How to check the amount for your university

  1. Find the current fee notice or the page about the semester contribution on your university website.
  2. Check which parts are included, especially whether a semester ticket is part of the total and whether the university offers any exemption from it.
  3. Compare the total with other universities. Our overview of semester fees for 30 cities gives you a starting point.
  4. Note the due date and set aside the amount each month before the term starts.

How to budget for the semester contribution

The semester contribution is a fixed amount that arrives in a short period. Setting aside a little each month makes the payment easier to manage. The table shows three sample scenarios based on the HWR Berlin figures. Annahme: two terms per year with identical fees.

Frequently asked questions

Is the semester contribution the same as tuition?

Not always. Public universities in Germany often do not charge general tuition, but they do charge the semester contribution. Some federal states charge fees to certain students from outside the European Union, so check the rules of your university before you enrol.

Do I pay the semester contribution every term?

Yes, you pay it for each term in which you are enrolled. The amount and the due date are listed in your fee notice, and both can change from one term to the next. Keep the notices for your records, because you may need them for later applications.

Can I get the semester contribution back if I leave?

That depends on the timing and the rules of your university. Ask the student administration office in writing what happens if you deregister before the term begins. Keep your proof of payment in every case.

Do I need proof of health insurance to enrol?

Many universities ask for proof of health insurance during enrolment. The process differs by university and by insurer. Our guide on proof and procedure for health insurance enrolment explains the usual steps.

Does the semester ticket cover the whole of Germany?

No general rule applies. The area that a semester ticket covers depends on the transport association in your region. Read the terms of the ticket before you travel, and check whether you can use it for trips outside your home area.

What you should do now

  1. Read your fee notice and note the total amount and the due date.
  2. Check whether a semester ticket is included and whether it matches the way you travel.
  3. Confirm your health insurance status with your insurer before you enrol.
  4. Set aside the monthly amount in your budget before the term begins.
  5. Keep the proof of payment for your records and for any later application.
