Study abroad in Cambodia: the European Health Insurance Card does not apply there, so you need separate travel health and repatriation insurance. German citizens need a visa to enter, which you apply for before travel at a Cambodian diplomatic mission or as an e-visa, or which you obtain on arrival for a fee. The German Academic Exchange Service (DAAD) sets a monthly scholarship rate of 800 euros for students as a guide figure for living costs.

How are you health insured in Cambodia?
European Health Insurance Card and social security agreements
According to the FAQ of the European Commission, the European Health Insurance Card applies in the European Union, Iceland, Liechtenstein, Norway and Switzerland. Cambodia is not part of this area, and the page makes no explicit statement about travel outside this area. The card on the back of your German health insurance card therefore does not help you in Phnom Penh.
We have not found a social security agreement with Cambodia that covers health insurance, so we do not name one. Outside the European Union and the European Economic Area, the German system does not protect you automatically abroad. Ask your statutory health insurer to confirm in writing which benefits it covers during your stay, before you sign the Learning Agreement.
If you are privately insured, you will find the basics in the guide Health insurance during a semester abroad (in German), and the specifics for non-EU countries in the guide Private health insurance for students in non-EU countries (in German).
Health care and vaccinations
The Federal Foreign Office states that no vaccinations are mandatory for direct entry from Germany. Proof is required if you arrive from a yellow fever area. The page names hepatitis A as a travel vaccination and, depending on your personal risk, chikungunya, dengue, hepatitis B, Japanese encephalitis, rabies and typhoid. The standard vaccinations of the STIKO schedule should be up to date, especially against measles. The page also warns of a strong rise in dengue fever in 2026 and a possible overload of health facilities.
Private travel health insurance and repatriation
The Federal Foreign Office advises travel health insurance with medical evacuation cover. We have not verified whether your statutory health insurer covers repatriation from Cambodia, so ask your insurer about its scope and whether evacuation is expressly included. More background is in the guide Travel health insurance for Erasmus, USA and work and travel (in German).
Do you need a visa for Cambodia?
Yes. The Federal Foreign Office states that German citizens need a visa to enter. There are three routes: an application before entry at a Cambodian diplomatic mission, for example in Berlin, the e-visa in categories T and E, or the visa on arrival, which carries a fee. The e-visa can only be used at certain border crossings and should be applied for at least two weeks before travel. A visa obtained before entry can be used for three months. The permitted stay is usually one month from entry and is set by the border officer.
Whether and which visa you need for a study programme in Cambodia is determined by the diplomatic mission. The Federal Foreign Office does not mention study, so we do not state a rule of our own. For longer stays the page names visas in categories B, C and E. Category E visas can be extended by up to twelve months at the immigration authority. Working requires a work permit from the Cambodian Ministry of Labour.
According to the Federal Foreign Office, a passport, a provisional passport and a children’s passport are accepted. An identity card or a provisional identity card is not permitted. The document must be valid for at least six months on entry. Keep the following documents ready:
- Passport that is still valid for six months on entry
- Visa, applied for before entry, as an e-visa or on arrival
- Advance registration in the app “Cambodia e-arrival”, no earlier than seven days before entry
- Registration in the FPCS system, which the Federal Foreign Office describes as intended for all stays and without which a visa extension is not possible
According to the Federal Foreign Office, there is no travel warning for the whole of Cambodia. A partial travel warning applies to the border area with Thailand: travel to the border zone up to 20 kilometres from the border line is warned against (page status 25.10.2026). The page reports that military clashes took place in the provinces bordering Thailand from July 2025. A ceasefire was agreed at the end of December 2025, the situation remains tense according to the page, and the border crossings are closed. For Phnom Penh, Sihanoukville and Kampot the page names risks from robbery, fraud and so-called scam compounds.
What does a semester abroad in Cambodia cost?
Tuition fees
Which fees apply at the host university depends on the exchange agreement of your home university. We do not name a general amount, because we have not found an official statement on it. Ask your home university and the host university before you accept a place. The visa on arrival carries a fee, but the Federal Foreign Office does not state the amount.
Living costs
The DAAD sets a monthly scholarship rate of 800 euros for students in Cambodia. This is a guide figure, not a budget. The DAAD list carries no publication date; we retrieved it on 25.10.2026. We have not found a verified monthly amount for living costs from your host university or an official body. Ask the host university for its budget for exchange students.
Funding: Erasmus+ and study grant abroad (Auslands-BAföG)
Funding through Erasmus+ requires a partnership of your university with an institution in a programme country. The European Commission publishes the list of programme countries. Check with your International Office whether a partnership exists for Cambodia. More on this is in the guide Planning Erasmus and a semester abroad (in German).
The study grant abroad (Auslands-BAföG) is possible for part of a degree abroad if you have studied at least one academic year in Germany beforehand and have a permanent residence in Germany. According to the leaflet of the German Student Services Organisation (DSW, status January 2026), the Studierendenwerk Tübingen-Hohenheim is responsible for the Asia group of countries. The leaflet does not name Cambodia, so confirm responsibility before you apply. The application should be submitted about six months before the start. The leaflet names tuition fees of up to 5,600 euros for one year at most. The regulation provides a travel cost supplement of 500 euros for each outbound and return trip outside Europe. All details are in the guide Study grant abroad: requirements, amount and supplements (in German).
Calculation example: For a stay of five months, the DAAD rate of 800 euros per month gives a guide figure of 4,000 euros for living expenses. Flights, the visa, insurance and your university fees are not included, because we have no verified amounts for them. The total is an orientation, not a promise.
How to prepare before you leave
- Ask your health insurer to confirm in writing how you are insured during the semester abroad.
- Take out travel health insurance with medical evacuation cover for the full length of your stay.
- Apply for the visa in good time: for the e-visa at least two weeks before travel, or at a Cambodian diplomatic mission before departure.
- Check that your passport is valid for six months on entry.
- Install the app “Cambodia e-arrival” and register no earlier than seven days before entry.
- Ask your doctor about hepatitis A and the standard vaccinations named by the Federal Foreign Office, and take the dengue warning into account.
- Submit the study grant abroad application about six months before the start and confirm responsibility with the Studierendenwerk Tübingen-Hohenheim, if you want funding.
