The pension level floor (Haltelinie) in Germany sets a legal lower limit for the ratio between a standard pension and average earnings. It currently applies until 2031. Nothing has been decided for the period after that, but there are concrete recommendations and an ongoing political debate.
This guide keeps three things apart: what is law, what the pension commission has only recommended, and what is still open. That matters most for career starters, who will draw their pension in several decades.
In short: The pension level floor secures a pension level of 48 percent until 2031. The law entered into force on 1 January 2026. No legal rule exists for 2032 onwards. In June 2026 the pension commission recommended letting the floor expire and reintroducing the sustainability factor (last updated: November 2026).
Key points
- Until 2031, a pension level of 48 percent is the legal lower limit. According to the German Pension Insurance, it would otherwise have fallen to 47 percent by 2031.
- The 2025 pension package was passed by the Bundestag on 5 December 2025, approved by the Bundesrat on 19 December 2025 and entered into force on 1 January 2026.
- The federal government is to present a report in 2029 on how trust in the pension system can be strengthened after 2031.
- The pension commission handed over 33 recommendations on 23 June 2026. They are not laws.
- Whether and how things continue after 2031 is for the legislator to decide. For your planning, the statutory pension is one building block among several.
What is the pension level floor?
The pension level (Rentenniveau) describes the ratio of a standard pension to average earnings. It is an indicator for the benefit level of the statutory pension as a whole, not a statement about your personal pension. A floor sets a lower limit for that indicator.
Under the 2025 pension package, the pension level is stabilised at 48 percent until 2031. The floor that previously applied until the pension adjustment in July 2025 is thereby extended to 2031. According to the German Pension Insurance, the pension level would otherwise be expected to fall to 47 percent by 2031. One percentage point sounds small, but it affects all current pensions and all future pension adjustments.
Note that the pension level is not the share of your last salary that you receive as a pension. Your individual pension depends on your earnings points, the start of your pension and the current pension value. How contribution years and deductions work is explained in our guide to the pension deduction for early retirement (in German).
Where does the 2025 pension package stand?
The package is complete, and the floor until 2031 is current law. The table shows the milestones according to the federal government.
| Step | Date | Status |
|---|---|---|
| Cabinet decision | 6 August 2025 | decided |
| Bundestag | 5 December 2025 | passed |
| Bundesrat | 19 December 2025 | approved |
| Entry into force | 1 January 2026 | in force |
| Government report on trust in the pension system after 2031 | 2029 | scheduled |
The 2029 report is not a law and fixes nothing about the pension level. It is meant to describe how trust in the statutory pension can be strengthened beyond 2031. The act is titled Gesetz zur Stabilisierung des Rentenniveaus und zur vollständigen Gleichstellung der Kindererziehungszeiten (Act to stabilise the pension level and to fully equalise child-rearing periods). Besides the floor, it extends child-rearing credits, which our guide to child-rearing periods in the pension (in German) covers.
What does the pension commission recommend for the time after 2031?
The pension commission was set up in January 2026 and handed over its report on 23 June 2026. It is chaired by Frank-Jürgen Weise and Constanze Janda and makes 33 recommendations. On the pension level after 2031, the federal government states in its FAQ: the floor is limited to 2031 and expires afterwards. The commission recommends reintroducing the sustainability factor after 2031. Pensions would then keep rising, but more slowly than wages.
As a political target, the commission names a net replacement rate of at least 70 percent for average earners from statutory, occupational and private provision combined. That is an overall view. It does not say that the statutory pension alone reaches this level. Further recommendations include:
- a moderate adjustment of the standard retirement age to life expectancy after 2031, which according to the Federal Statistical Office would lead from 67 to about 67.5 years between 2031 and 2041 (see Regelaltersgrenze 67, in German),
- abolishing the deduction-free pension for people with 45 insurance years,
- a statutory funded pension with individual accounts and an additional contribution of 2 percent, split equally between employees and employers,
- bringing further groups such as the self-employed into the statutory pension insurance from a date still to be set.
What is decided, what is recommended, what is open?
The federal government classifies the situation on its page dated 2 July 2026 as follows: the 2025 pension package has been implemented, whereas all 33 commission proposals are only recommendations. On 2 July 2026 the coalition committee declared that it wants to implement them fully and swiftly. The Chancellor named the end of 2026 as the target for completing the legislative process. That is the position on this page as of 2 July 2026, and the status of the procedure may have changed since. The current position is shown by the Bundestag’s documentation system (DIP) and the federal government’s website.
| Topic | Status | Classification |
|---|---|---|
| Pension level 48 percent until 2031 | in force since 1 January 2026 | decided |
| Government report 2029 | scheduled in the pension package | reporting duty, no commitment |
| Floor from 2032 | no statutory rule | open, commission recommends expiry |
| Sustainability factor after 2031 | commission recommendation of 23 June 2026 | recommended only (as of 2 July 2026) |
| Higher standard retirement age after 2031 | commission recommendation | not decided |
You should therefore not assume that the 48 percent floor continues beyond 2031. Nor is it settled that it expires. What counts is what the legislator actually decides.
What does this mean for you as a career starter?
If you are 25 today, you will probably draw the statutory pension from 2068 or later. The floor until 2031 covers only a very small part of that time. The rules that parliament sets in the 2030s and 2040s will matter more. That does not mean the statutory pension loses importance. For most employees it remains the most important pillar. It does mean you should not rely on a fixed percentage alone.
In practice: check your pension statement regularly, supplement the statutory pension with occupational and private provision, and follow the reform debate. An overview of the building blocks is in the hub Altersvorsorge 2027 (in German). The figures until 2031 are summarised in Rentenniveau bis 2031 (in German).
Frequently asked questions
What is the difference between the floor and the pension level?
The pension level is the indicator for the ratio of a standard pension to average earnings. The floor is the legal lower limit for that indicator. It is currently 48 percent and applies until 2031.
Does the floor automatically continue beyond 2031?
No. The 2025 pension package limits the floor to 2031. A continuation would be a new decision by the legislator. The pension commission instead recommends reintroducing the sustainability factor after 2031.
Will my pension fall if the floor expires?
That cannot be said in general. The pension level describes the development of the system as a whole. Your pension depends on your contribution periods, your income and your retirement date. Without a floor, pensions would according to the commission keep rising, but more slowly than wages.
Are the pension commission proposals already law?
No. According to the federal government (as of 2 July 2026), all 33 recommendations are only proposals. Whether a law has been passed since is shown by the Bundestag’s documentation system (DIP). The coalition wants to implement them, but a law must still be passed.
Where can I find my personal pension status?
The German Pension Insurance issues a pension statement on request. It shows the entitlements you have earned so far and projections.
What to do next
- Request your current pension statement from the German Pension Insurance and keep it on file.
- Treat the statutory pension as one building block of your retirement provision, not as the sole basis.
- Look at supplementary provision such as occupational pensions or the Altersvorsorgedepot and compare costs and terms.
- Watch in 2027 and later whether parliament decides rules for the time after 2031, and adjust your plan. If you would like a personal assessment of your provision, you can get advice from Academycon (in German).
