Retirement at 70 is a debate, not a law. Under current law the standard retirement age (Regelaltersgrenze) is 67 for everyone born in 1964 or later. What is being discussed is whether and how the retirement age will shift further. This guide separates what has been decided from what has been proposed and works through what linking the retirement age to life expectancy could mean for young adults. The basic rule is explained in Standard retirement age 67: Which birth year applies to you?.

In short: Retirement at 70 has not been decided. The standard retirement age of 67 applies to everyone born in 1964 or later. The old-age security commission proposes linking the retirement age to life expectancy from 2031; the German pension insurance (DRV) gives an estimate of 67.5 years by 2041. The DRV does not mention an age of 70 in its overview. Last updated: November 2026.

Key points at a glance

  • Current law: the standard retirement age rises to 67 by 2031, for the first time for the 1964 birth cohort.
  • Proposal of the old-age security commission: from 2031 the age limit is to follow life expectancy at a ratio of 2 to 1.
  • The proposals have no force of law; until new laws are passed, existing law applies.
  • According to the DRV, the CDU/CSU and SPD have announced they want to implement the recommendations, without a timeline or scope being fixed.
  • If you retire early, current law means deductions of 0.3 percent per month.

Does retirement at 70 already apply today?

No. The standard retirement age has been raised step by step. For people born in 1963 it is 66 years and 10 months (Section 235 SGB VI, as of October 2026, in German). For the 1964 cohort and later it is 67 years. The DRV puts it this way: the limit rises to 67 by 2031, for the first time for the 1964 cohort (DRV, proposals on pension reform, as of August 2026, in German). For you as a young adult, 67 is therefore the statutory starting point.

196066 years and 4 months

What does the old-age security commission propose?

The old-age security commission set up by the federal government has presented recommendations. The DRV summarises the points on retirement age on its site (page dated August 2026, retrieved on 2 November 2026):

  • From 2031 the standard retirement age is to follow life expectancy. If it rises by one year, eight months go to working life and four months to retirement.
  • As an estimate, the DRV gives a rise from 67 to 67.5 years by 2041.
  • The pension for especially long-term insured persons (45 years) is to be abolished; early retirement would then only be possible with deductions.
  • For the pension for long-term insured persons (35 years), the minimum age is to rise from 63 to 64 and later grow in parallel with the standard retirement age.
  • A hardship rule is planned for insured persons with 35 years of coverage and health limitations.

A retirement age of 70 does not appear in this overview. The debate arises from projections and political statements, not from a draft law. Anyone reading figures on this should check whether they describe a decision, a proposal or a model calculation.

What would linking to life expectancy mean?

The link follows a fixed formula. A worked example makes it tangible. Assumption: life expectancy rises by three years in total after 2031 and the commission’s formula is applied unchanged. Then 3 times 8 months, that is 24 months, go to working life. The age limit would rise by two years from 67 to 69. With the DRV estimate of 67.5 years by 2041, the rise is only six months. The actual development depends on life expectancy, which nobody can predict exactly.

Important for perspective: the formula would only lead to 70 if life expectancy rose very strongly. That is a scenario, not a forecast. An age limit of 70 is not fixed in the proposals.

What does early retirement cost?

If you retire before the standard retirement age, current law means deductions. The DRV currently states 0.3 percent per month and proposes reviewing this regularly. Worked example, assumption: you retire 24 months before the standard retirement age and your pension would be 1,500 euros a month without a deduction. The deduction is then 24 times 0.3 percent, that is 7.2 percent, or 108 euros a month. The calculation is a model. Whether you can retire early at all depends on your insurance record. More in Pension deductions: What earlier retirement costs.

How can working longer be made more attractive?

The 2025 pension package already contains incentives for working beyond the standard retirement age. According to the DRV, anyone who keeps working receives a tax allowance of 2,000 euros a month, the so-called Aktivrente. In addition, the ban on consecutive fixed-term contracts no longer applies to employees after reaching the standard retirement age, so a fixed-term continuation with the same employer without a specific reason is possible (DRV, pension package 2025, page dated May 2026, in German). This is a voluntary offer, not an obligation.

What does this mean for young adults?

For the 2002 cohort, current law sets a standard retirement age of 67. Whether it rises before you retire is open. It therefore makes sense to look at scenarios rather than one fixed number. Plan with 67 as a baseline and check how your provision behaves if you stop later or earlier. A longer working life can shrink the pension gap, an earlier exit enlarges it. How to estimate the gap roughly is shown in Calculating your pension gap as a career starter. How stable the pension level is until 2031 is covered in Pension level until 2031.

Frequently asked questions

Has retirement at 70 been decided?

No. What has been decided is the standard retirement age of 67 for everyone born in 1964 or later. According to the DRV, the commission’s proposals have no force of law.

From when would the retirement age change under the proposals?

The link to life expectancy is to apply from 2031. The DRV gives an estimate of 67.5 years by 2041. Whether and when it becomes law, the DRV cannot say.

Do I have to work until 70 if I do not want to?

Not under current law. The standard retirement age is 67. If you leave earlier you must accept deductions of currently 0.3 percent per month, if early retirement is possible at all.

What is the Aktivrente?

It is a tax allowance of 2,000 euros a month for employees who keep working after the standard retirement age. The DRV points out that it is a tax bonus and not a pension.

What to do next

  1. Plan with 67 as the statutory starting point and prepare a second scenario with a later retirement.
  2. Check in your pension information which pension is projected for you.
  3. Follow the pension reform legislation on the German pension insurance website.
  4. Build private or occupational provision so that it does not depend on one fixed retirement age.
