Uploading BAföG documents sounds like a minor step, but it is often where applications stall: a file is unreadable, a page is missing, or the same document arrives by three different routes. This guide explains what the law says about electronic applications, which file requirements individual student services (Studierendenwerke) publish, and how to submit your documents so the office (Amt für Ausbildungsförderung) can process them without follow-up questions.
In short: Section 46 of the BAföG Act requires that an application is submitted in writing or electronically and names no file formats. Which formats and sizes the portal accepts is set by BAföG Digital and your responsible office. Student service guidance mentions PDF and JPG, legible and complete pages and clearly named files. Last updated: November 2026.
Key points
- Section 46(1) BAföG only states that funding is decided on a written or electronic application. Technical file rules are not part of the statute.
- The binding upload rules are in the BAföG Digital portal and in the guidance of your responsible office. They can differ between offices.
- Several student services list the same basics: PDF or JPG, legible scans, complete pages including back sides, and meaningful file names.
- According to the Studentenwerk Niederbayern/Oberpfalz, documents can also be uploaded after the application is sent. The portal status shows queries and missing documents.
- Use one submission route for the same documents and do not send them twice.
What does the law say about submitting documents?
Under section 46(1) BAföG, funding is decided on a written or electronic application. Under subsection 2 the application goes to the locally responsible office, and the facts relevant to the claim are to be entered on the forms where forms are provided. The statute does not say which file types, file sizes or numbers of attachments are accepted. That is left to the portal and the offices.
For the study start grant (Studienstarthilfe), section 56(3) BAföG names specific documents: the application must include proof of benefit receipt in the month before the start of training and proof of enrolment. This application must also be filed electronically through BAföG Digital. Anyone who cannot do this alone receives support from the responsible office or the designated body. Details are in our guide to the study start grant and benefit receipt in the previous month (in German).
Who is responsible is explained in finding your BAföG office (in German). The whole application process is covered in applying for BAföG: application, deadlines and documents (in German). This article is limited to uploading documents.
Which file requirements do student services state?
The guidance of the student services differs. The table shows what three of them say about files and submission. It does not replace the instructions of your own office.
| Student service (source) | What it says about files and submission |
|---|---|
| Bremen (tips for applying) | Upload documents individually and as a PDF, with no different contents in one document. Meaningful names help, for example the parents’ tax assessment notice 2023. Make sure copies are legible and complete, for example front and back. Use only one delivery channel. |
| Guidance on my-stuwe.de | E-mail attachments only as JPG or PDF, no ZIP files or links. No channel is preferred (BAföG Digital, post, e-mail). Do not submit documents more than once or by different routes. Do not send originals. |
| Niederbayern/Oberpfalz (BAföG Digital) | Documents can be uploaded directly, including retrospectively. The status view shows queries and missing documents. Incomplete or incorrectly formatted e-mail attachments delay or prevent processing. An app allows uploads by smartphone. |
The overlap is clear: documents must be legible, complete and not duplicated. The details differ, so check what your office explicitly requires before your first upload.
How do you prepare your files?
A clean upload saves follow-up questions. The steps below combine the guidance of the student services.
- Read the portal or your office’s guidance to see which documents your case requires. The binding list is there, not in a general overview.
- Collect the documents and decide whether to scan or photograph them. What matters is that text, dates and stamps are clearly legible.
- Save each document as its own file. Do not mix different contents in one file, for example an enrolment certificate and a bank statement.
- Give files clear names, for example Enrolment_certificate_WS2026 or Tax_notice_mother_2024.
- Check every file: are all pages included, including back sides with information? Is anything cut off or too dark?
- Upload the files in BAföG Digital, send the application and keep a copy of the files on your device.
The file names are examples, not a requirement of any office. What matters is that the content can be recognised from the name.
What applies to documents that arrive later?
Not every document is available on the day you apply. The Studentenwerk Niederbayern/Oberpfalz states that required documents can be uploaded directly and also retrospectively, and that the status view in BAföG Digital shows queries or missing documents. Submit missing documents through the same route instead of sending them additionally by post or e-mail. The Studierendenwerk Bremen explicitly asks applicants to use only one delivery channel.
When an incomplete application affects the start of funding is regulated elsewhere: under section 15(1) BAföG, funding starts at the earliest with the month of application. How this plays out is covered in our guide to applying for BAföG retroactively (in German). If in doubt, a call to the office clarifies whether the documents are sufficient for processing.
What changes if the 2027 reform passes?
The government draft of the 30th BAföG Amendment Act (Bundestag document 21/8405) provides that the application is filed only through BAföG Digital. The bill has not been passed; the first reading in the Bundestag took place on 15 October 2026. Until it is promulgated, the current rules apply. Frequently asked questions
Which file formats does BAföG Digital accept?
The statute names no formats. Student services mention PDF and JPG in their guidance, and one requires PDF files for uploads. The portal instructions and your office are decisive.
Can I photograph documents with my smartphone?
The Studentenwerk Niederbayern/Oberpfalz points to a BAföG Digital app that lets you upload documents for an existing application by smartphone. Quality remains the key: the image must be complete and clearly legible.
Should I also send documents by post?
No, not if you have already uploaded them. Two student services advise against submitting documents more than once or by different routes. Do not send originals unless the office explicitly asks for them.
What if a document is missing?
File the application on time and upload the document as soon as you have it. The portal shows what the office still needs. If you are unsure, ask your office directly.
What to do now
- Open your responsible office’s guidance and the document list in the portal.
- Prepare each file individually, legible and complete, and name it clearly.
- Upload all documents in BAföG Digital and do not use a second route for the same documents.
- Check the status regularly after sending and submit anything missing through the portal.
