What changes in July 2027? The key date is 10 July 2027: from that day the EU Anti-Money Laundering Regulation applies directly, including the EU-wide cap of 10,000 euros on cash payments in trade. For cash purchases of 3,000 euros or more, the regulation text provides for customer identification. This monthly overview separates what applies to consumers from what mainly concerns traders.

In short: The EU Anti-Money Laundering Regulation (Regulation (EU) 2024/1624) applies directly from 10 July 2027. In trade and services, no more than 10,000 euros may then be paid or received in cash. For occasional cash transactions of 3,000 euros or more, obliged entities such as traders must identify their customers. Last updated: November 2026.

Key points at a glance

  • From 10 July 2027 the rules of the EU AML Regulation apply directly; no German implementing act is needed for that.
  • The cash cap is 10,000 euros in trade and services.
  • Identification for occasional cash transactions from 3,000 euros mainly concerns traders and other obliged entities, not private individuals among themselves.
  • Everyday purchases, rent paid by bank transfer and salaries are not affected.
  • Around the turn of the month falls the deadline for the 2026 income tax return: because of the weekend it is 2 August 2027.

What applies from 10 July 2027?

Regulation (EU) 2024/1624 is the European Union’s central anti-money laundering regulation. According to the information on future EU regulations published by the Düsseldorf district government, its provisions apply directly from 10 July 2027. The status is therefore “adopted”: it is binding EU law with a fixed start date. Directly applicable means the rules apply without a further national implementing act. Supplementary German provisions on supervision and procedure are governed by national anti-money laundering law.

How high is the new EU cash limit?

The regulation introduces an EU-wide cap on large cash payments. In trade and services, up to a maximum of 10,000 euros may be paid or received in cash. Anyone paying higher amounts has to use non-cash means such as a bank transfer. The cap targets anonymous large sums and does not restrict everyday cash use: bread, groceries or a restaurant bill are far below it.

When do you have to show ID for cash payments?

Recital 61 of the regulation provides that customers are identified and verified in occasional cash transactions of at least 3,000 euros. This concerns obliged entities, which include traders in particular. For you as a buyer this means in practice: if you want to pay cash for a higher-value item at a dealer, you need to be able to identify yourself. Private sales between individuals, such as a used bicycle, do not fall under these duties of obliged entities, because the regulation addresses businesses.

What does this mean day to day? An example

Assumption: in August 2027 you buy a used car from a dealer and want to pay cash.

  • At 4,500 euros the price is below the cap but above 3,000 euros: the dealer has to identify and verify you, so you need a valid ID.
  • At 12,000 euros the price cannot be paid fully in cash, because the cap is 10,000 euros. You would need a transfer or another non-cash payment.
  • For a 1,200 euro laptop nothing changes for you.

The amounts are an illustrative example and do not replace a check of your individual case. How the dealer carries out the check and what evidence it requires is determined by the regulation and national law.

Which tax deadline falls around July 2027?

The regular deadline for the 2026 income tax return without a tax adviser is 31 July 2027. That is a Saturday, so under the Fiscal Code the deadline ends on the next working day, 2 August 2027. For details relevant to students and early-career workers see Steuererklärung 2026: Fristen für Studierende bis 31.07.2027 (in German).

Why do these rules exist?

The regulation serves to combat money laundering and terrorist financing. Large cash sums are hard to trace, so the regulation ties high cash transactions to a cap and to a check of the customer’s identity. In everyday life this mainly means more documentation at traders who accept larger amounts and less room for anonymous large payments.

What can you prepare before the date?

  • Check whether you had planned to pay for larger purchases such as a vehicle, furniture or a device in cash, and switch to bank transfer or card.
  • Have a valid ID card or passport ready if you deliberately buy in cash and the price reaches 3,000 euros.
  • Always get a receipt for cash payments, even for smaller amounts. It protects you in case of complaints and queries from the tax office.
  • For private sales involving higher sums, use a bank transfer with a clear payment reference; it documents price and date.

What does not change in July 2027?

Salary, rent, semester fees and most everyday payments are made without cash or in small amounts and are not affected by the date. The cap concerns the size of individual payments, not the question of whether cash may be used in everyday life at all. For the further development of cash and means of payment, the status of the digital euro is covered in a separate guide.

Frequently asked questions

Can I still pay in cash after July 2027?

Yes. The regulation only caps large cash payments in trade and services at 10,000 euros. Everyday payments remain possible.

Do I have to show my ID for every cash payment?

No. Identification concerns occasional cash transactions of 3,000 euros or more and is aimed at obliged entities such as traders. For small amounts you do not have to identify yourself.

Does the cap also apply to sales between private individuals?

The regulation describes the cap for trade and services. Whether and how private transactions are covered depends on the wording of the regulation and on supplementary national rules. For larger sums a bank transfer is safer and better documented anyway.

Does this have anything to do with the digital euro?

No, the digital euro is a separate project. See Digitaler Euro: Was 2029 geplant ist (in German) for its status.
