Study abroad in the Philippines: no EHIC, visa rules, tuition and living costs from official sources and one university figure, October 2026.

Study abroad in the Philippines: the European Health Insurance Card does not apply there, so you need travel health insurance that covers evacuation and repatriation. Germans need a visa. Arriving with a return or onward ticket gives you a Visa on Arrival for 30 days, which carries no fee. For longer stays and for work you must apply for a visa in advance at a Philippine diplomatic mission. The De La Salle University in Manila gives 18,000 pesos per month as a basic living need for students.

How are you insured in the Philippines?

Whether your statutory or private insurance continues to apply abroad depends on your contract. The Philippines lie outside the EU area covered by the health insurance card. You must therefore arrange protection for your stay yourself before you leave.

European Health Insurance Card and statutory health insurance

The EU Commission’s FAQ on the European Health Insurance Card lists the EU member states, the United Kingdom, Iceland, Liechtenstein, Norway and Switzerland. The Philippines are not on this list. The page carries no date. The card therefore does not help you there.

Before you leave, ask your health insurer to confirm in writing what protection it provides during your stay. The card does not promise any benefits in the Philippines.

Social security agreement

We have not found a verified social security agreement with the Philippines that covers health insurance, so we name none. The German Liaison Office for Health Insurance Abroad (DVKA) provides information on the agreements on its website.

Private travel health insurance and repatriation

The Federal Foreign Office strongly advises travel health insurance with medical evacuation and explicitly advises repatriation cover. The page also notes that doctors and hospitals in many countries, including the Philippines, demand payment or an advance payment before discharge. If a bill is unpaid, departure can be refused.

Background is in the guide Auslandskrankenversicherung für Erasmus, USA und Work and Travel (in German). If you have private insurance, the guide PKV für Studierende im Nicht-EU-Ausland (in German) helps.

Health care and vaccinations

For direct entry from Germany, the Federal Foreign Office lists no compulsory vaccinations. Entry from a yellow fever area requires proof. The office advises a hepatitis A vaccination, and standard vaccinations under the STIKO schedule should be up to date, especially measles. Depending on risk, vaccinations against chikungunya, dengue, hepatitis B, Japanese encephalitis, rabies and typhoid may also be considered. According to the page, medical care is generally adequate in Manila and other large cities if you can pay or are insured. In rural areas it is generally not available.

Do you need a visa for the Philippines?

Yes. According to the Federal Foreign Office, German citizens need a visa. Arriving with a valid return or onward ticket gives you a Visa on Arrival (Visa Waiver) for 30 days with no fee. It can be extended online or in person at the Bureau of Immigration to 59 days in total. Anyone who overstays faces high penalties and possibly detention.

For work, business visas or a longer stay, you need a visa in advance from the Philippine diplomatic mission. Since early July 2026, applications for certain purposes can also be made online. Which visa applies to a study stay of this length is for the mission to state binding. We do not give a general rule, because we have not found an official statement on it.

Before entry you must register in the Philippine entry portal eTravel. Airlines often ask for proof at check-in. Have these documents ready at entry:

  • Passport or emergency passport, valid for six months beyond the planned length of stay
  • Your registration in the eTravel portal
  • A return or onward flight ticket

The Federal Foreign Office (page status 25 October 2026) issues a partial travel warning for the Philippines. It warns against travel to the Zamboanga Peninsula region, the provinces of Misamis Occidental and Lanao del Norte, the BARMM, Soccsksargen, and all islands of the Sulu Archipelago with the sea area between them. Unnecessary travel to other parts of Mindanao and the Mindanao Sea is advised against. Davao City, Camiguin, Dinagat and Siargao are excluded. In the south, Islamist groups are active, and crime is high across the whole country.

What does a study abroad semester in the Philippines cost?

Tuition fees

The fees charged by the host university depend on your home university’s exchange agreement. We do not name a general amount, because we have not found an official figure for it. Ask your home university and the host university before you accept a place. A sum from one Philippine university applies only to that university.

Living costs

We have not found an official figure for living costs in the Philippines. The De La Salle University in Manila estimates the monthly basic need of a student at 18,000 pesos on its cost-of-living page. It also lists accommodation from 6,000 pesos, utilities for electricity, water and phone from 4,000 pesos, and DSL internet at 900 pesos. A simple meal costs 80 to 100 pesos according to the page. The page carries no date. It gives two dollar amounts, 375 and 420 US dollars, which contradict each other. We therefore only report the peso figures.

These figures apply to De La Salle University and not necessarily to your host university. As a worked example, the basic need for five months comes to 90,000 pesos, without accommodation above the basic need, fees, visa and insurance. The sum is a guide, not a commitment.

Funding: Erasmus+ and study abroad BAföG

In the EU programme guide, the Philippines appear in the Asia region among third countries that are not associated with the Erasmus+ programme. Participation is possible only for certain actions and subject to conditions. Before you plan, ask the International Office of your university whether Erasmus+ funds can be used for your stay. The guide Erasmus und Auslandssemester planen (in German) describes how an Erasmus stay works.

For study abroad BAföG, the flyer of the German Student Services Organisation (status January 2026) places the Philippines in the group “Asien (ohne Armenien, Aserbaidschan, Kasachstan, Kirgisistan, Tadschikistan, Turkmenistan und Usbekistan)”. The responsible office is therefore the Studierendenwerk Tübingen-Hohenheim, Amt für Ausbildungsförderung im Ausland. For a partial study period outside the EU and Switzerland, up to two semesters are funded. You need at least one year of study in Germany, and the stay abroad must last at least six months. We have not found a verified surcharge for living abroad for the Philippines, so we name no amount. The guide Auslands-BAföG: Voraussetzungen, Höhe und Zuschläge (in German) has the details.

How to prepare before you leave

  1. Check that your passport is valid for six months beyond the planned length of stay.
  2. Ask the Philippine diplomatic mission whether your study stay needs a visa in advance, and get the answer in writing.
  3. Register in the eTravel entry portal before you leave.
  4. Ask your health insurer to confirm in writing what protection it provides during your stay.
  5. Take out travel health insurance with medical evacuation and repatriation cover, and plan money for advance payments.
  6. Have your vaccination status checked, especially for hepatitis A and standard vaccinations such as measles.
  7. Apply for study abroad BAföG about six months before the start at the responsible office, and clarify the details with the International Office.
