Hochschulstart is the name many prospective students use for the central application system for restricted courses. Anyone applying through it should know how the procedure is coordinated, which applications can run in parallel and which deadlines matter. This guide explains the sequence using the example of the University of Hamburg and shows where the procedure goes beyond the individual university.

Short answer: The Foundation for University Admission (Stiftung für Hochschulzulassung, hochschulstart.de) coordinates applications for many restricted courses through the DoSV. Registration in the DoSV portal is required, and up to twelve applications are possible nationwide. For the winter semester the University of Hamburg gives 15 July as the deadline, and 31 May for certain earlier school leavers. Status as stated on the page: October 2026.

The key points at a glance

  • The Foundation for University Admission has coordinated the DoSV since the summer semester 2020.
  • Registration in the DoSV portal is a prerequisite before you can apply.
  • Up to twelve applications are possible nationwide, and each application counts for one study programme.
  • For the winter semester the University of Hamburg names 15 July as the deadline, and 31 May for earlier school leavers.
  • For medicine, a ranking applies to the grade quota, which is combined into one nationwide list.

What is the DoSV and who coordinates it?

DoSV stands for the dialogue-oriented service procedure (Dialogorientiertes Serviceverfahren). Since the summer semester 2020 the Foundation for University Admission has coordinated applications in the central procedure through this system. The foundation runs the portal hochschulstart.de, where applicants register and enter their preferences. The admission itself is decided by the university concerned, while the foundation coordinates the procedures and the rankings.

This distinction matters. People who hear hochschulstart often think of a single central admissions office. In fact the application remains with the university, and the portal organises how several procedures fit together. You therefore need to know the requirements of each university, even if you submit through the same portal.

How does the application work?

The University of Hamburg describes the sequence as follows. Registration in the DoSV portal is required. Up to twelve applications are possible nationwide, and each application refers to one study programme. Local priorities are set within an application. Applications for DoSV programmes are made directly with the university concerned, in this example the University of Hamburg.

The sequence shows that planning matters more than speed. If you postpone registration until just before the deadline, you lose time for documents and queries. Start early, even if the deadline still seems far away.

Which deadlines apply?

The University of Hamburg lists concrete deadlines on its page. For the winter semester the deadline is 31 May for those who finished school before the cut-off of 16 January, and 15 July for everyone else. For the summer semester the same page gives 15 January, although the university only allocates places for beginners in the winter semester.

Winter semester31 Mayearlier school leavers, entitlement obtained before 16 January
Winter semester15 Julyall other applicants
Summer semester15 Januarystated on the page, but no places for beginners in Hamburg

These deadlines apply to the University of Hamburg. Other universities may plan differently or set their own dates. Check the page of the specific university before each application. The figures above are a documented example, not a rule for all of Germany.

How is the ranking formed?

For the grade quota, applicants of each federal state are ranked by the points of their higher education entrance qualification. In case of a tie, completed national service or civilian service comes first, and then a lottery decides. The state lists are combined into one nationwide list. Seats follow a highest-number procedure, similar to the allocation of seats in the Bundestag. Each person thus receives a unique national rank position, and the place of study plays no role for it.

This list determines who gains a place through the grade quota. The university selection procedure follows its own criteria. If you can use both routes, look at your rank position and the university criteria separately.

What happens after admission?

Movement can still occur after the procedure. The University of Hamburg describes a local lottery that takes place only if places remain free after the hochschulstart procedure. Whether this happens cannot be predicted. If you do not receive a place, keep an eye on the follow-up offers of the university.

For planning this means that an offer is not the end of the question. Check the enrolment deadlines and documents for each admission, because they run on their own schedule.

Frequently asked questions

Do I have to apply through hochschulstart?

Not for every programme. The DoSV covers restricted courses that run through the central procedure. Whether a course is included appears in the study offer of the university. Other courses have their own application routes.

Can I name several programmes at once?

Yes. According to the University of Hamburg, up to twelve applications are possible nationwide. Each application counts for one programme, and within an application you set the local priorities.

What is the difference between the grade quota and the university procedure?

The grade quota follows the points of the higher education entrance qualification and the state ranking. The university selection procedure evaluates criteria that the university sets itself. Both routes run in parallel but do not use the same measures.

What applies to earlier school leavers?

According to the Hamburg page, the earlier deadline of 31 May applies to those whose entitlement was obtained before 16 January. If you cannot confidently check this condition, compare your school certificate with the information from the university.

Next steps

  1. Check the programme: Find out whether your target course runs through the DoSV and which universities offer it.
  2. Register: Create your account in the DoSV portal before the deadline gets close.
  3. Note the deadlines: Write down the deadline for your semester and the earlier date for earlier school leavers, if it applies to you.
  4. Collect documents: Keep certificates and proofs ready that the university requires.
  5. Set priorities: Order your preferred locations within each application and review the sequence before you submit.
