If you want to study in Germany from Turkey, you apply for a national study visa at a German mission in Turkey and show proof of funds and health insurance. The Turkish checklist available online is from 2019 and lists a blocked account amount that is no longer current, so this guide compares the old and the current figures side by side.
Short answer: Turkish applicants must show a blocked account of 11,904 euros for the first study year (992 euros per month) and must submit their visa application in person at a German mission in Turkey. The 2019 mission checklist lists 853 euros per month, which is no longer the figure to use. Figures: DAAD (1 January 2025), German mission in Turkey checklist (31 July 2019).
The most important points
- The current blocked account figure is 992 euros per month, or 11,904 euros for the first study year (DAAD, 1 January 2025).
- The Turkish checklist from 31 July 2019 mentions 10,236 euros per year, paid out as 853 euros per month. Those figures are outdated and should not be used for planning.
- Documents from Turkey need certified copies and certified translations, including your high school diploma (Lise Diplomasi).
- Your visa application has to be submitted in person, so plan a trip to the mission.
- Health insurance is required after enrolment. The Turkish checklist does not mention travel insurance, so ask the mission which cover it requires for the visa.
Which documents does the Turkish checklist list?
The German mission in Turkey published a checklist for Turkish study applicants with the date 31 July 2019. The list is a useful overview of the typical documents, but confirm the current version with the mission before you book, because the funds rules changed after 2019.
| Document | What the 2019 checklist says |
|---|---|
| Higher education entitlement | Lise Diplomasi and ÖSYM Code Karte, certified copy with certified translation |
| Proof of funds | Blocked account in Germany, or a guarantee from a third party with officially certified signature |
| Passport | Valid for at least one year |
| Language | Registration for a language course, or confirmation from the language school or university |
| Registration certificate | Registration certificate (Meldebescheinigung) of your parents |
| Application | Completed application in duplicate, with three photos |

How has the blocked account changed since 2019?
The 2019 checklist names 10,236 euros per year for a blocked account, which is released at 853 euros per month (one twelfth). The current federal figure is higher. The table compares the two periods and shows the difference as a calculation.
| Item | 2019 checklist | Current figure | Difference |
|---|---|---|---|
| Monthly amount | 853 euros (one twelfth of 10,236 euros) | 992 euros (DAAD, 1 January 2025) | 139 euros more per month (992 minus 853) |
| Annual amount | 10,236 euros | 11,904 euros | 1,668 euros more per year (11,904 minus 10,236) |
Example (assumption): You want to start in October 2026 and plan with the current figure. You need 11,904 euros in your blocked account. Based on the 2019 figure you would plan 10,236 euros, which would leave you 1,668 euros short for the first year. Plan with the current figure and confirm it with the mission.
Where and how do you apply from Turkey?
The 2019 checklist says the visa application must be submitted in person at a German mission in Turkey. The checklist names the German Embassy in Ankara (Kulturreferat) as a contact and does not state explicitly which mission handles visa applications for your city. Check the current booking system and the responsible mission for your city before you travel.
- Confirm your admission and your start date with the German university.
- Collect the certified copies and translations of your Lise Diplomasi and ÖSYM Code Karte.
- Open the blocked account and collect the confirmation.
- Book the appointment with the German mission in Turkey that is responsible for your application.
- Submit the application in person and keep the receipt.
What does health insurance require from Turkish students?
The 2019 checklist from Turkey does not mention travel health insurance or a minimum cover, so ask the mission whether it requires proof for the visa and which cover it accepts. After enrolment, German health insurance is required.
The DAAD says that non-EU students can keep their home coverage only when Germany has a social insurance agreement with their country, and that the coverage must meet German standards. Check this with your university and insurer before you rely on home cover. Exemption from German statutory insurance is possible only in specific cases, must be applied for within three months and cannot be withdrawn once granted (section 8 SGB V).
For budgeting, the statutory student rate is based on 855 euros per month for students who do not live with their parents. The health insurance contribution without the insurer-specific additional contribution is 87.38 euros per month in 2026. Source: GKV-Spitzenverband, Rechengrößen 2026 (Stand 1.1.2026).
Frequently asked questions
Is the 2019 checklist still valid?
Not for the funds figure. The 2019 checklist gives 10,236 euros per year (853 euros per month). The current federal figure is 992 euros per month, or 11,904 euros per year, according to the DAAD as of 1 January 2025. Use the mission’s own current list for the documents.
Can my parents act as guarantors?
The 2019 checklist accepts a guarantee from a third party with officially certified signature as an alternative to a blocked account. Ask the mission whether its current rules still accept this, before you rely on it.
Do I need a certified translation of my diploma?
Yes, the 2019 checklist requires certified copies and certified translations for your Lise Diplomasi and your ÖSYM Code Karte. Check whether the mission still asks for the same certification.
