Military service after dropping out is a question for men who end their studies and do not yet know what comes next. The Wehrpflichtgesetz (Military Service Act) does not expressly regulate dropping out or exmatriculation. It ties deferral to a university course at the time of the planned start of service. This guide sets out what follows when that course ends, and separates the text of the Act from conclusions drawn from it.

Short answer: Dropping out does not by itself lead to a call-up, because there is currently no compulsory military service. Deferral under § 12(4) no. 3 of the Act requires a university course that has reached the third semester, and after exmatriculation that basis is missing. Applications are due at the latest by the end of the assessment. Last updated: November 2026.

The key points at a glance

  • The Act mentions neither dropping out nor exmatriculation. In § 12(4) no. 3 it knows a university course that has reached the third semester by the planned start of service.
  • There is currently no compulsory military service. The duty to attend assessment applies from birth cohort 2008 (Bundeswehr, page dated 10 March 2026).
  • It follows from the wording that once you are exmatriculated you can no longer rely on a current university course at the start of service.
  • The list in no. 3 also names a dual study programme and an apprenticeship already begun. The conditions are in the wording.
  • Duties to provide information under § 3(1) remain, and applications under § 12(4) are due at the latest by the end of the assessment (§ 20).

What happens to the duty to serve if you drop out?

The duty to serve does not depend on studying. It is tied to sex, citizenship and age, and under § 3(3) it ends at the end of the calendar year in which you turn 45. Dropping out changes nothing about that. It does take away the option of relying on your studies as a ground for deferral.

As things stand, nobody is compelled to serve. The new military service has applied since 1 January 2026 and is designed to be voluntary. In a paper of 18 May 2026 the Bundestag research service regarded conscription based on need under § 2a as not foreseeable. What is mandatory is military registration with the questionnaire and the assessment, which applies from birth cohort 2008. Dropping out does not change whether you belong to the cohort that is written to.

What does dropping out mean for a deferral you have applied for or received?

Deferral under § 12(4) no. 3 depends on a university course that has reached the third semester by the planned start of service. If you are exmatriculated you no longer meet that condition. This is a conclusion from the wording, because the text does not regulate the case of dropping out. The text is available at gesetze-im-internet.de (German).

The wording names an express duty to report that the conditions have lapsed only for the indispensability cases in paragraph 7. For paragraph 4 it contains no such rule. Because § 3(1) obliges you to provide information and documents, it makes sense to inform the competent office of an exmatriculation if an application is pending or a deferral has been granted.

Which alternatives does the Act name after dropping out?

The list of hardship grounds is not limited to a university course. No. 3 names, among others, a school qualification, a dual study programme and an apprenticeship already begun. How exactly each group is defined is set out in the text of the Act.

Which deadlines and duties continue to apply?

Under § 20 you apply under § 12(2) and (4) at the earliest after the request under § 15a(1) and at the latest by the end of the assessment. Cases where the reason arises or becomes known later are excepted. That can matter after dropping out, for instance if you start an apprenticeship after the assessment. The application is made in writing or for the record to the Federal Office for Personnel Management of the Bundeswehr and must give reasons.

The military service questionnaire remains mandatory if you belong to the cohort that is written to. According to the Bundeswehr the deadline is one month, followed by a reminder by registered mail with two further weeks (page dated 19 December 2025). Incorrect or incomplete statements in the declaration of readiness can be punished under § 45 as an administrative offence with a fine.

What changes for insurance and funding after you drop out?

With exmatriculation your status as a student ends. That has consequences for health insurance and for study-related benefits, which have nothing to do with military service. Plan these points in parallel, because they depend on the exmatriculation date. How to stay insured without a gap is explained in the guides on health insurance after dropout and on exmatriculation.

Frequently asked questions

Do I have to attend the assessment after dropping out?

According to the Bundeswehr, whether you are assessed depends on your birth cohort, not on your student status. The duty applies from birth cohort 2008, older cohorts are currently not planned.

Do I lose a granted deferral if I am exmatriculated?

The text does not regulate this expressly. Deferral under no. 3 requires a university course, and with exmatriculation that basis falls away. Inform the competent office and clarify how it proceeds.

Does dropping out before the third semester make a difference?

The Act names the third semester at the planned start of service as the threshold for the typical case. Anyone who drops out earlier no longer has the course at that point anyway.

Can I serve voluntarily after dropping out?

The new military service is designed to be voluntary. Whether it suits you depends on contract, duration and pay. The guides on voluntary service describe these points.

What if I enrol again after dropping out?

A new university course is again a university course within the meaning of the Act. How semesters are counted, the wording does not say. Clarify this with the competent office before you apply.

What to do now

  1. Record the date of your exmatriculation and keep all certificates.
  2. Check whether you applied for deferral or one was granted, and inform the competent office.
  3. Clarify whether you belong to the cohort the Bundeswehr currently writes to and assesses.
  4. Decide on your next step, for example an apprenticeship or a change of course, and secure the proof.
  5. Note the deadline: applications under § 12(4) are due at the latest by the end of the assessment.
