What changes in March 2027? One date in the month is documented: on 1 March 2027, changes to the Road Traffic Regulations (StVO) for e-scooters take effect. At the same time, a new insurance year begins for scooters with an insurance sticker. This monthly overview sticks to confirmed points and separates them from plans that are meant to apply in April or later.

In short: One date matters in March 2027: according to the Federal Ministry of Transport, the remaining articles of the amended ordinance on small electric vehicles take effect on 1 March 2027, and the rules of conduct for e-scooters then move fully into the StVO. By the usual rule the insurance sticker runs to the end of the insurance year in late February; the period printed on the sticker is what counts. The BAföG reform is not part of March; the draft provides for April and August 2027. Last updated: November 2026.

Key points at a glance

  • Deadline 1 March 2027: according to the Federal Ministry of Transport, the remaining articles of the amended ordinance on small electric vehicles take effect.
  • The insurance sticker covers one insurance year, which usually ends in late February. The period printed on your sticker is what counts.
  • Indicators and separate brakes mainly concern newly marketed e-scooters from 2027, not existing ones.
  • The Bundestag adopted tighter liability for e-scooters on 9 July 2026; ADAC gives 1 October 2026 as the start (please check this in the Federal Law Gazette).
  • The BAföG reform and the Studienstarthilfe deadline fall in April, May and August, not in March.

What applies to e-scooters from 1 March 2027?

According to the Federal Ministry of Transport, the amendment to the ordinance on small electric vehicles was promulgated in the Federal Law Gazette on 6 February 2026. Article 1 took effect on 1 April 2026, and the remaining articles take effect on 1 March 2027, when the rules of conduct are fully moved into the StVO. The status is therefore “adopted”. The exact wording of the individual rules is in the ordinance text, which you can retrieve through the Federal Law Gazette, and in ADAC’s overview. Details are covered in E-Scooter-Regeln ab März 2027 (in German).

For riders, the date means two things: you should know the rules before they apply, and you should make sure your insurance cover continues without a gap into the new insurance year.

Why does March matter for the insurance sticker?

E-scooters must carry liability insurance, proven by an insurance sticker on the scooter. By the usual rule the insurance year ends in late February, so the current sticker is valid until the end of February 2027. From 1 March 2027 you need a sticker for the new insurance year. The exact expiry date is printed on your sticker. The sticker colour and details of the changeover are covered in E-Scooter-Kennzeichen ab März 2027 (in German). As a guide, rely on the validity period printed on the sticker, not on its colour alone.

If you do not renew your policy or fail to attach the new sticker in time, you ride without valid proof of insurance. The consequences are described in E-Scooter ohne Versicherung (in German). If your sticker is lost, see E-Scooter-Plakette verloren (in German).

What changes for indicators, brakes and liability?

According to the Federal Ministry of Transport, the new technical requirements apply only to small electric vehicles of model year 2027 onward: newly produced vehicles must have indicators, and independent front and rear brakes are required. Vehicles already in use may continue to be used, so you do not have to retrofit as long as your scooter is already registered. When buying a new one, check the equipment; details are in E-Scooter mit Blinker (in German).

Liability for e-scooter accidents is being tightened independently of March. On 9 July 2026 the Bundestag adopted the government bill on liability for accidents with small electric vehicles (paper 21/5871) unchanged: the operating risk is assigned to the keeper, and the rider is liable with presumed fault. The Bundestag report gives no date of entry into force. ADAC names 1 October 2026; please check this in the Federal Law Gazette. This has nothing to do with March itself, but it is a good moment to review your own cover.

How does the changeover of the insurance year work in practice?

Whether your policy renews automatically and when you receive the new sticker is set by your insurer’s terms. Check your contract documents and inbox from January so that the new sticker reaches you before 1 March 2027. If you want to switch provider, settle it before the insurance year ends so that no period without proof arises. Selling or retiring the scooter belongs in this planning too: a sticker is tied to the vehicle, and if you no longer use it you should end the policy in good time and inform the insurer. More on switching and cancelling during the term is in E-Scooter-Versicherung wechseln (in German).

What does not take effect in March 2027?

Many reports mix dates from different months. The table separates what applies in March from what does not:

How do you prepare for March?

  1. Note the expiry date of your sticker and arrange the new insurance year before 1 March 2027.
  2. Check whether your scooter is registered and whether it would need any new equipment at all. For vehicles already in use it does not, according to the Federal Ministry of Transport.
  3. Keep proof of insurance where you can show it immediately in a check.
  4. Read the ordinance or the Ministry of Transport’s overview before the deadline so you know the new rules of conduct.

Frequently asked questions

Is the 2026 sticker still valid after 28 February 2027?

No. The insurance year ends in late February. After that you need a sticker for the new year, otherwise proof of liability insurance is missing.

Do I have to modify my already registered e-scooter in March?

According to the Federal Ministry of Transport, no. The new technical requirements apply only from model year 2027, and scooters already in use may continue to be used.

What else is new on 1 March 2027 besides the e-scooter rules?

No further deadlines affecting students or early-career workers are documented for March. Cross-cutting dates are bundled in the overall overview of what changes in 2027.

Where do I find the rules for drivers overall?

See Was ändert sich 2027 für Autofahrer? (in German), which sorts the licence reform, e-scooter rules and liability by status.

What to do now
