Anyone who takes a class B driving licence in Germany in 2026 does not pay one fixed price. The total is made up of several items, and its size depends on the driving school, the region, the training format and the number of driving lessons. If you know each cost block, you can compare offers with much more confidence.
Short answer: The total cost of a class B driving licence consists of driving lessons, theory lessons, examination fees and incidental costs. There is no statutory fixed price, because driving schools set their own fees. The planned reform of driver training (Bundestag printed paper 21/7404) was not adopted as of November 2026 and names no amounts.
The most important points at a glance
- Driving lessons are usually the largest item. Their number and hourly rate determine the total most strongly.
- Driving schools set their own prices, so they differ by region and provider.
- Theory lessons, the eyesight test, the first-aid course, passport photos and fees come on top.
- The government bill on driver training has been introduced in the Bundestag and considered in committee, but it has not been adopted. It names no concrete prices.
- Clarifying the number of lessons, package contents and cancellation rules before you enrol avoids most surprises.
What makes up the cost?
The cost of a driving licence is not a single fee. It is spread across several items, which each driving school prices and bundles differently. The overview below lists the usual items and what to check for each one.
| Cost item | What the amount depends on | What to check |
|---|---|---|
| Basic fee and contract | Provider and scope of the package | Which services are included in the base price |
| Theory lessons | In person, online course or learning app | Whether study material and practice questions are included |
| Driving lessons | Number, instructor, region, vehicle | Hourly rate and any minimum purchase |
| Practice and extra drives | Your personal training needs | Agree on them in advance with the instructor and confirm in writing |
| Examination fees | Test organisation and registration | Ask for the date and fee before registering |
| Incidental costs | Eyesight test, first-aid course, passport photo, application | Budget for them in advance |
The table deliberately gives no amounts. Each item’s price appears in the written offer of the respective driving school and in the fees of the responsible authorities. You should have both in writing before you sign a contract.
A worked example for driving lessons
Assumption: you need 40 driving lessons at 50 euros each. Then the lessons alone cost 2,000 euros. If the number of lessons rises by ten, the total changes by 500 euros. The hourly rate is therefore the lever you can influence most when comparing offers. The number of lessons you actually need depends on your progress, not only on the package.
This example only shows the arithmetic. It does not state the price of any particular driving school. For your own calculation, put the offers from providers near you side by side.
Why do prices differ so much?
Three factors have a particularly strong effect: the region, the training format and the structure of the packages. Driving schools calculate their hourly rates differently, and a package price can bundle lessons, theory and exam preparation without every component being equally large. Only when you know how many lessons you realistically need can a package be compared fairly with a single-item offer.
It is also important to ask what happens if you need more lessons than planned. Some providers charge extra lessons at a higher rate, others use a tiered scale. Any such rule belongs in the written contract before you pay.
What does the planned driver training reform change?
The federal government has introduced a bill to reform driver training. It carries the printed paper number 21/7404 and is in the parliamentary process. You can read the details of the reform in our guide Driving licence reform 2027: what changes in theory and practice (in German). The status of the procedure can be taken from the Bundestag overview:
| Date | Step | Status |
|---|---|---|
| 24 Sep 2026 | First reading in the Bundestag, referral to committees | completed |
| 5 Oct 2026 | Hearing in the Transport Committee | completed |
| open | Adoption by the Bundestag and entry into force | not stated |
The bill names reducing the costs of obtaining a driving licence as its aim. It plans to make theory lessons more flexible. A requirement to attend theory lessons in person is planned to be dropped. According to the Bundestag overview, the bill does not name concrete amounts or a price database.
During the hearing, a representative of the ADAC estimated that greater flexibility could reduce costs by up to a third. That is an estimate given in a hearing, not an adopted rule, so you should not read it as a price guarantee.
Is it worth waiting for the reform?
This cannot be answered in general terms. As long as the bill is not adopted and promulgated, the existing legal position applies. If you have time, you can prepare for the theory test without tying the start of your training to a date that is not fixed. If you decide to go ahead, compare offers with clear services and prices rather than hoping for savings whose size nobody has stated in binding form.
How do you plan these costs as a student?
For many students a driving licence is a larger one-off expense that coincides with part-time work, rent and the semester fee. A simple calculation helps: divide the estimated total over several months and set the amount aside before the course starts. Our guide to budget planning for students shows how to set up a monthly budget.
Also pay attention to when payments are due. Many driving schools ask for part of the price in advance. Whether that makes sense depends on whether you complete the training with that provider. If you pay early, clarify in advance how a refund works should you stop. The overview Organise student finances: account, reserve and deadlines is a useful starting point.
Which offers should you compare?
A good offer makes its services transparent. Compare not only the final price but the components behind it. The following list helps:
- Hourly rate for driving lessons and any minimum purchase, if one applies.
- Included theory lessons, study material and practice exams.
- Price of extra lessons and the rules for cancelling appointments.
- Fees charged outside the driving school, for example for the exam and the application.
- The conditions if you want to change driving school or end the contract early.
Ask for every offer in writing. Verbal assurances about prices or flat rates are hard to prove if a later invoice differs. A short comparison table with your own notes makes the differences visible at a glance.
Frequently asked questions
Is there a fixed price for a driving licence?
No. Driving schools set their prices, and the bill names no amounts. Only the written offers of each provider are reliable. Compare them before you decide, and ask how many lessons are typical for your level of training.
Why can the total differ so much between driving schools?
The number of lessons, the hourly rate, the training format and the extra drives are the decisive levers. Two offers with the same total can therefore contain very different amounts of service. A lower price only pays off if the services are comparable.
Do I have to wait for the reform before I enrol?
No. The bill has not been adopted, so there is no verifiable reason to postpone enrolment only because of the reform. When new rules apply will be shown by the legislative process and later by the Federal Law Gazette. Do not rely on dates from media reports.
Which additional costs should I plan for?
Budget for incidental costs such as the eyesight test, the first-aid course, passport photos and application fees. Also ask about fees for a repeat examination and about cancellation rules for lessons, because these points often do not appear in the base price.
Where can I find current prices?
The most reliable source is the written offer you request directly from each driving school. Public price overviews can be out of date. The Bundestag overview of the bill, as described above, names no amounts, so there is no figure there to rely on.
What to do now
- Define your target licence class and your timeframe before you request offers.
- Obtain at least three written offers and compare hourly rates, package contents and additional costs.
- Ask how many lessons are realistic for you and have the rules for extra lessons confirmed in writing.
- Plan incidental costs and the payment schedule into your monthly budget.
- Follow bill 21/7404 before making any major decision, and check its status again before you enrol.
